    This position is currently located in Juneau. 
    The position may be in Anchorage or Juneau, depending upon the location of the most qualified candidate.

    What you will be doing:
    In this role, you are responsible for assisting in developing Requests for Proposals (RFPs), contracts, and Advanced Planning Documents (APDs) and tracking and performing quality assurance reviews of contract milestones and deliverables for the Division’s many vendor contracts and large-scale projects. These responsibilities include collaboration with the project management lead and program staff to ensure documentation is delivered timely, that content is accurate and meets the program's needs, and that documentation is presented professionally. The position also serves as a backup for the Medicaid regulations subject matter expert position.

    The working environment you can expect:
    If the position is hired in Anchorage, it will be conveniently located at 4601 Business Park Blvd, Bldg. K in midtown Anchorage. It has access to restaurants, shopping, bike paths, and nearby Cuddy Family Midtown Park. Free parking is provided. 

    If in Juneau, the position will be located in the Alaska Office Building, 350 Main Street, Suite 514, with an office overlooking Mount Juneau and easy access to downtown shopping and restaurants. Free parking is also available in State designated parking spots. 

    In both locations, we offer a hybrid telework schedule with 2 days in the office and 3 days at home.

    Who we are looking for:

    • Contracting/Procurement: Knowledge of various types of contracts, techniques, or requirements (for example Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration.
    • Project Management: Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.

    Minimum Qualifications

    Any combination of education and/or experience that provides the applicant with competencies in 

    • Analytical Thinking/Problem Solving: Uses a logical, systematic, and sequential approach to address problems or opportunities or manage a situation by drawing on one’s knowledge and experience base and calling on other references and resources, as necessary. 
    • Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 
    • Written Communication: Writes in a clear, concise, organized, and convincing manner for the intended audience. 

    equivalent to those typically gained by:

    Progressively responsible experience such as supporting the administration of a Medicaid or Medicare program, health insurance service, health insurance management information system, health insurance finance or accounting program, Supplemental Security Income benefits or vocational rehabilitation program; auditing or monitoring medical or public assistance programs for fraud or quality assurance; processing medical claims using medical coding and medical billing knowledge; designing, developing, testing for quality assurance, and implementing an information system and/or training or education which includes such course work as business administration, computer sciences, economics, healthcare, legal studies, medical billing or coding, public health, public assistance, psychology.

     

    Special Note:

    “Competencies” means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation.


    “Progressively responsible” means indicating growth and/or advancement in complexity, difficulty, or level of responsibility.

     

    “Training” and “education” in this guidance are synonyms for the process of acquiring knowledge and skills through instruction. It includes instruction through formal and informal methods (such as classroom, on-line, self-study, and on-the-job), from accredited and unaccredited sources, and long-duration (such as a post-secondary degree) and short-duration (such as a seminar) programs. 


     “Typically gained by” means the prevalent, usual method of gaining the competencies expected for entry into the job.  

    Additional Required Information
