ERSEA Coordinator

  • STATEMENT OF THE JOB: Under the overall supervision of the Executive Director and direct supervision of the Early Childhood Director. The ERSEA Coordinator is responsible for overall coordinating and implementing the content area of Eligibility, Recruitment, Selection, Enrollment and Attendance (ERSEA). This includes all Head Start, Early Head Start , and Migrant & Seasonal Head Start programs operated by CAPCA.

    ESSENTIAL FUNCTIONS:

    1. Serve as a member of the Early Childhood Management Team in overall coordination and planning for the Head Start/EHS/Migrant & Seasonal Head Start program.
    2. Maintain a professional attitude and is cooperative with all staff, parents, volunteers and community persons.
    3. Responsible for overall implementation and data management of Eligibility, Recruitment, Selection, Enrollment and Attendance (ERSEA).
    4. Maintain and update system to track eligibility, recruitment, selection, enrollment and attendance to comply with federal and state regulations.
    5. Ensure the program maintains its funded enrollment level by maintaining accurate enrollment forms for waitlist, enrollment and other related procedures that are in accordance with federal and state regulations.
    6. Review each Application for Services for Head Start, Early Head Start, Migrant & Seasonal, and determine eligibility including completion of Determination of Eligibility Verification Form.
    7. Assist sites in completing applications and conducting intakes as needed, for the area of ERSEA.
    8. Develop and maintain appropriate records and documentation in both paper records and in GoEngage, for the area of ERSEA. Ensure that information is consistent between hard copies and GoEngage.
    9. Ensure on-going monitoring tracking, follow-up and analysis of enrollment and produce regular data reports.
    10. Ensure that all records and documentation are in compliance with CAPCA policies and procedures, Office of Head Start, state licensing requirements and any other regulations.
    11. Maintain accurate attendance data, including patterns and trends that are reported regularly to management staff.
    12. Assist with determining the need for recruitment activities that will provide information and enrollment opportunities to children and families.
    13. Responsible for completing ERSEA information on the monthly Governing Board Report for Head Start Early Head Start, and Migrant & Seasonal Head Start.
    14. Conduct record reviews and follow up review for any concerns for each site.
    15. Annually update the ERSEA Policies & Procedures.
    16. Compile data for the annual PIR (Program Information Report).
    17. Work management staff to complete Community Assessment each year.
    18. Develop and present training programs to large group settings, using Power Point, Smart Board or other electronic media.
    19. Monitor and provide training and technical assistance to program sites, including parents in the area of ERSEA. Prepare and submit documentation containing monitoring reports and recommendations.
    20. Serve as part of the annual Self- Assessment Team.
    21. Responsible for providing ongoing monitoring reports to the Early Childhood Director on a weekly basis.
    22. Attend Quality Team Meetings (QTM), Early Childhood Team Meetings (ECTM) and Administrative Office Meetings (AOM) as scheduled. Attend staffings, center staff meetings and parent meetings to provide training and information as requested.
    23. Responsible for avoidance or appearance of fraud and ensuring compliance in the overall management of the Agency.

    NON-ESSENTIAL FUNCTIONS:

    1. Respect confidentiality in all aspects of the Agency.
    2. Must be willing to participate in all training designed for professional development.
    3. Able to handle stress, tension and exasperation that contact with children and adults may bring every day.
    4. May be called upon to administer first aid to children or staff at any time in the program. The incidental nature of this circumstance effectively establishes first aid as a collateral duty, rather than a primary one.
    5. Perform other job-related duties as necessary for the overall operation of the program.

    JOB REQUIREMENTS:

    Educational Requirements:

    • High school diploma or GED required. 2 years college or degree in social services, human relations or related field preferred.

    Experience Requirements:

    • Two years experience in social services, human relations or related field.
    • Proficient in Microsoft Office programs and data entry.
    • Strong planning and organizational abilities.
    • Preference given to bilingual applicants (English/Spanish) who meet all other requirements.

    Physical Requirements:

    • Must be able to pass annual tuberculosis screening and initial health examination.
    • Valid driver’s license, access to transportation with liability insurance and willing to use vehicle for Agency related travel.
    • Must be able to travel out of area overnight to attend or conduct training or make on-site visits.
    • Able to hear and communicate orally with children and adults.
    • Specific vision abilities required by this job include close, distance and peripheral vision, depth perception, and ability to adjust focus.
    • Occasionally lift and/or move up to 50 pounds.

    Skill Requirements:

    • Ability to read, write, and perform mathematical calculations.

    • Excellent interpersonal skills and a dedicated interest in community development projects.
    • Have initiative and ability to motivate groups of people and to stimulate group action.
    • Be in sympathy with the concepts of the Head Start program.
    • Able to delegate responsibilities.

    • Able to make decisions and work without continual close supervision.

    Public Relations: Able to represent the agency in activities related to job title.

    • Salary: $ 39,000.00 annually, budgeted for approximately 12 months per year.
    • Hours: Full-Time/Non-Exempt position, Mon.-Fri. 8:00am-5:00pm, with a one-hour lunch break and the availability of some work from home options.
