    Position Summary

    The Foster Home Licensing Coordinator for NYAP’s La Jornada (The Journey) Program focusing on Long-Term Foster Care (LTFC) is responsible for foster parent growth and retention for minors who have fled their country of origin and arrived in the U.S. without a parent or legal guardian, and ensuring staff receive required training.

    The Foster Parent Licensing Coordinator is responsible for licensing, re-licensing and retention of quality foster homes and ensuring licensed homes meet or exceed bed capacity required under existing cooperative agreements (COA) with the Office of Refugee Resettlement (ORR).

    CORE RESPONSIBILITIES

    The Licensing Coordinator will perform duties including, but not limited to:

    · Performing all work in a manner consistent with the National Youth Advocate Program’s mission, values, and philosophies.

    · Responsible for working closely with potential foster families, seeking and obtaining documentation necessary to effectively license homes.

    · Ensuring that the Program’s recruitment and retention plan is followed to assist foster caregivers in meeting and maintaining training certification and licensure requirements.

    · Working to ensure potential foster parents are able to meet target-based goals on a strict timeline.

    · Responsible for conducting home studies, assisting foster parents in completing licensing applications, initiating background check process and delivering all required foster parent training in a timely manner;

    · Conducting interviews of household members as well as alternate caregivers.

    · Maintaining ongoing contact with State licensing agencies and State and Federal stakeholders as needed.

    · Supporting the development of potential foster parents in understanding the needs of minors entering ORR care.

    · Acting as Program Subject Matter Expert (SME) in matters related to licensing/ recruiting, bed capacity. Responsible for updating the Intake Team of bed availability and completing reports/logs.

    · Participating in foster parent orientation meetings and completing face-to-face meetings with each potential family within the first two weeks to answer questions aimed at assisting in the licensing process.

    · Working closely with the Program recruiter in a collaborative capacity to accommodate foster parents’ licensing and documentary needs, identifying and overcoming licensing barriers.

    · Maintaining constant foster parent communication to keep foster caregivers updated of the licensing process and resolving licensing issues;

    · Uploading, maintaining and updating all foster parent information and home records in NYAP electronic health record (EHR) system; keeping, maintaining, and organizing physical files for audits;

    · Participating as representative of the Program in state file audits as required.

    · Completing annual or bi-annual evaluations and recertification of all licensed foster homes.

    · Supporting foster parents, including providing information, education, meetings, support groups, and facilitating one-on-one discussions.

    · Scheduling fire marshal and other required inspections per state licensing and assisting foster parents in prepping homes for the inspections.

    · Traveling to provide community based services to, and on behalf of, minors and families in compliance with organizational, contract, and regulatory requirements.

    · Participating in the Continuous Quality Improvement activities on a monthly/quarterly basis.

    · Actively participating in the weekly supervision process.

    · Reporting incidents to State and supervisory agencies when appropriate.

    · Performing other duties as requested.

    MINIMUM QUALIFICATIONS

    · Degree in Social Work or comparable Human Services field from an accredited institution.

    · Two (2) years of work experience working in direct service with minors and families strongly preferred.

    · A valid professional license as required and acceptable by state or contract regulations.

    · Minimum automobile insurance coverage of $100,000/$300,000 bodily injury liability.

    · Must have a valid driver’s license, reliable transportation, automotive insurance, and a good driving record.

    · Bilingual English/Spanish is required.

    · Proficient use of desktop and laptop computers, Microsoft Office Suite including Word and Excel, smart phones and tablets, printers, fax machines and photocopiers as well as software including word processing, spreadsheet and database programs.

    · A willingness to work flexible and non-traditional hours in the service of foster caregivers, families of origin, and persons served.

    · Must be able to organize, navigate, and travel to various destinations possibly including airlines, trains, and buses.

    · Capacity to be flexible and responsive to minors served, foster caregivers, system partners, and internal customers.

    · Ability to remain objective and professional in all areas of job function.

    · Demonstrates tolerance and respect for the ideas and actions of others.

    · Must be comfortable with public speaking.
