Under the supervision of the Director of Strategic Pricing, the Cost Proposal Manager (CPM) is responsible for overseeing all aspects of the pricing volume development efforts. The CPM is responsible for preparing/overseeing price/cost volume responses to Requests for Proposals (RFPs), analyzing contract requirements, special provisions, and terms and conditions to ensure compliance with RFP requirements and corporate policies. Successful candidate will work collaboratively with Subsidiary Presidents, Strategic Development Advisors (SDAs), and Subject Matter Experts (SMEs) to ensure that all costs are captured and to provide the customer with a competitive and compliant price proposal. The CPM will assist in the development of the pricing strategy, identifying risks, and interpreting solicitation requirements. The CPM will work on opportunities covering a broad spectrum of business areas and a diverse customer base. The opportunities can be competitive or sole source and include task orders, fixed price, IDIQ, T&M, Cost-Type contracts, funding realignments, modifications, etc. The CPM will be responsible for maintaining complete proposal documentation and files.
- Participate in the proposal pricing process to include: develop cost volume completion schedules; assist in development of pricing strategies; coordinate labor, subcontract, review, analysis, and compilation of cost data; prepare cost volumes.
- Assist in developing proposal-specific pricing strategies.
- Prepare cost volume documents in a timely manner.
- Work closely with multiple groups (Contracts and Procurement, Estimating Compliance, Human Resources, Risk, etc.) to ensure accuracy and coordination of cost proposals and to collect data.
- Directly interface with customers, Subsidiary Presidents, and SMEs.
- Provide proposal leadership from pre-proposal preparation through submission, evaluation notices, final proposal revisions, negotiations, and contract award.
- Perform key cost model reviews during the proposal phase (pink, red, and gold).
- Work with Subcontracts Department to prepare subcontract RFPs by analyzing contract requirements, special provisions, and terms and conditions to ensure compliance with appropriate laws, regulations, and corporate system policies and procedures.
- Work with Proposal Manager to integrate basis of estimates, and program strategy into a winning proposal.
- Responsible for collecting cost and pricing data, developing the structure of the cost proposal, interfacing with technical and operations staff to understand the scope of work.
- Coordinate subcontractor and vendor price quotes through the Procurement Department.
- Ensure the cost proposal will formulate, communicate, and implement an integrated cost/technical proposal strategy that provides the customer a clear and valid justification for selecting the Alutiiq subsidiary for award.
- Ensure compliance with cost estimating policies and procedures.
- Support audits and participate in cost proposal clarifications or negotiations.
- Perform other duties as assigned.
Job Requirements:
- Thorough understanding of Government contracting processes and procedures.
- Demonstrated knowledge of Government proposal development.
- Five years of Government contract/proposal development experience.
- In-depth knowledge of MS Excel.
- Experience with ProPricer desired.
- Ability to lead pricing review meetings with Subsidiary President, Company Executives, Strategic Operations, Program Managers, and Subject Matter Experts.
- Knowledge of all contract types including FFP, CPFF, CPAF, and T&M.
- Familiarity with Government Cost Accounting Principles and the FAR/DFAR.
- Ability to multi-task, prioritize, and lead others in duties.
- Demonstrate an in-depth understanding of pricing concepts and principles to include direct and indirect rate structure and the build-up of fully burdened labor rates.

- Flexibility to work non-traditional hours when necessary in an often stressful, deadline-oriented environment.
