Cost Engineer - Construction develops and implements cost control procedures, documents, and tools to support and enhance project budget management. Collects and coordinates procurement and other cost information used to develop cost forecasting, cost control strategies, and project risk analysis. Being a Cost Engineer - Construction performs data analysis to identify project trends and budget deviations and highlight cost underruns and overruns. Has extensive technical knowledge of processes and materials specific to the type of project. Additionally, Cost Engineer - Construction experienced with the cost-estimating methods best suited to the nature of the project. Requires a bachelor's degree. Typically reports to a supervisor or manager. The Cost Engineer - Construction work is closely managed. Works on projects/matters of limited complexity in a support role.     Acuity-PT&C is a world-class project management/project services with an ever-expanding list of public and private clients. Acuity-PT&C is always looking for qualified professionals to expand our existing cost estimating, cost analyst and project controls teams supporting the U.S. Department of Energy (DOE) at Hanford, WA.

    Cost Estimator responsibilities include developing independent government cost estimates (IGCEs), providing technical analysis and cost/price analysis of cost proposals in support of DOE contract management actions. Our project controls team provides earned value management oversight on prime contractors supporting tank farms and the 222-S Laboratory.

    Hanford knowledge and/or experience is not required but is preferred.

    Our Hanford team provides high quality services in accordance with established standards, principles and ethics of the profession, applicable professional specialty organization standards, and the high-quality standard for which Acuity International is recognized.     Primary Skills:

    • Exceptional knowledge of Microsoft Excel and high-end Excel features, including functions and pivot tables.
    • Proficiency with Microsoft Software including MS Word, MS PowerPoint, and MS Outlook.
    • Excellent communication and interface skills; ability to elicit information and utilize in development of products and provision of support is required.
    • Required skills for cost estimators:
      • Familiarity with cost estimating software and/or experience with MII cost estimating software; formal training may be required and will be provided as needed,
      • Able to develop IGCEs and Technical Evaluations pertaining to capital asset projects, general plant projects, and design-build projects,
      • Able to perform takeoffs, apply unit rates for labor, material, subcontracts, and other direct costs, apply labor resources and develop activities within the estimate that relate to scope of work that adequately describes all costs associated with the scope,
      • Able to develop and apply overheads, payroll taxes and general requirements to project IGCEs,
      • Senior Cost estimators should be able to lead estimate development efforts of small teams, function as lead estimator on assigned IGCEs, and interface directly with senior management to develop strategies, detailed plans, and supporting documentation for IGCEs.
      • Able to read and digest estimate scoping documents and condense them into detailed scope descriptions upon which to build an estimate.

    • Required skills for cost analysts:
      • Able to evaluate proposed direct and indirect cost elements for cost reasonableness, cost realism, and possible over/understatements using all applicable acquisition regulations, contract terms and conditions and results of any technical evaluations performed.
      • Able to compile, format, analyze, and report on large datasets.
      • Able to develop data-driven solutions to complex problems.
      • Able to operate in a dynamic environment that evolves regularly based on client needs.

    Required Qualifications:

    • MUST BE A U.S. CITIZEN
    • BS/BA degree in Finance, Management, or relevant field of study. Alternately, an accredited high school certificate plus years of specialized financial management experience in addition to the requisite experience
    • Project Management Professional, Certified Cost Professional, or other recognized professional certification preferred but not required.
