    Project/Position Overview:

    The primary duties are to provide an on-site Construction Management Office (CMO) with Construction Management Representatives (CMR) to manage multiple NPS projects throughout Yellowstone National Park including, but not limited to, Old Faithful district, Grant Village district, Canyon Village district, and Mammoth Hot Springs.  The CMO/CMR will serve as the technical liaison between the construction contractor, the Contracting Officer's Representative, and the Contracting Officer.  The CMR(s) assigned to specific project(s) shall be responsible for assuring satisfactory performance and delivery of the completed project in compliance with the construction contract.

    The position will be support for utility modernization, and facility construction/rehabilitation at Yellowstone National Park. Projects include: 

    • Rehabilitation of the Old Faithful Water Treatment Plant 
    • Rehabilitation of the Grant Wastewater Treatment Plant, portions of the Grant Village wastewater collection system, and portions of the Canyon Village wastewater System
    • Rehabilitation of the existing Old Faithful Wastewater Treatment
    • Rehabilitation of the existing Canyon Wastewater Treatment plant, including construction of a new headworks and septage receiving station, a new MBR process facility, new UV disinfection system, new backup generator, civil site work, and demolition of obsolete facilities
    • Rehabilitation of the exterior of the historic dorm at Old Faithful
    • Rehabilitation of the exteriors of at least 8 (and up to 16) residential buildings in the Fort Yellowstone Historic District
    • Replacement of the wastewater conveyance line from Mammoth to Gardiner, Montana, that was destroyed by flooding in 2022, or upgrade the temporary constructed wastewater treatment plant (WWTP) that has received Mammoth’s wastewater since the flood for permanent use.
    • Demolition of Abandoned Old Faithful Wastewater Treatment Plant
    • Development of a contractor RV site in the Old Faithful Government area
    • Installation of various RV and Modular housing developments through Yellowstone National Park 

    This role is contingent upon award.

    Responsibilities and Duties:

    • Provide technical assistance and support to CO during construction. 
    • Arrange, attend and facilitate a variety of meetings, including weekly meetings at the project site. 
    • Document issues encountered and problems experienced with the construction contractor. 
    • Review contractor's baseline and progress schedules.
    • Draft project related correspondence for NPS to review and issuance. 
    • Inspect the work of the construction contractor for progress, workmanship, quality and conformance with contract documents, applicable building codes and safety standards.
    • Deliver reports, reviews, evaluations, design work, etc. to CO.
    • Review and process Construction Contractor's RFIs and assist in resolution, draft response, tracking, and follow up.
    • Ability to walk or climb 90% of the working day in order to observe contract performance.

    Required Education, Knowledge and Skills:

    • Bachelor's Degree in Engineering or related degree in construction, architecture, or engineering (Required)
    • Experience proving similar services for similar projects and provide information regarding those projects.
    • Knowledge of the fundamental engineering principles, concepts and practices.
    • Comprehensive knowledge of applicable building codes, estimating, design and technical writing.
    • Ability to manage complex projects, supervision and labor, and coordinate to meet the needs of the project.
    • Prior experience working with Government Project Managers / CORs on processing change requests, requests for information, submittals and field observation reports and security protection measures.
    • Ability to work in highly visible location incorporating site safety and safety of the public and minimize construction related adverse impacts to natural and cultural resources.
    • Written and verbal communication, problem-solving, and conflict resolution skills
    • Knowledge of software including Primavera Project Planner (P3) Schedules, Microsoft Project, Word and Excel.
    • Maintain a valid driver's license.
    • Qualified applicants must be able to pass a background check.
    • Ability to communicate effectively with a diverse range of individuals.
    • Ability to multi-task and prioritize in a fast-paced work environment.
