Customer Information Center Manager manages a team that is responsible for analyzing contact center patterns, including volumes, trends, attrition rates, and contact center representative productivities. Oversees the configuration of the Automatic Call Distribution (ACD) system to automatically distribute calls uniformly among representatives. Being a Customer Information Center Manager monitors the productivity of customer service representatives. Ensures customer satisfaction by overseeing the call volume and redirecting inbound traffic as needed. Additionally, Customer Information Center Manager reviews call volume reports to coordinate and complete capacity planning within the contact center and identify potential problems. Evaluates historical and recent performance and statistics to identify trends. May act as a resource for more complex questions. Requires a bachelor's degree. Typically reports to a director. The Customer Information Center Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions.     The Sonoma County Sheriff's Office has requested a department promotional certification to fill a Sheriff's Information Bureau Manager position. Only qualified permanent and/or probationary Sonoma County Sheriff's Office employees on the eligible list may be eligible for referral to the department for the advertised position. This employment list may also be used to fill future full-time, part-time, or extra-help (temporary) positions as they occur during the active status of the list.     Reporting to the Law Enforcement Field Services Division Captain, the Sheriff's Office Information Bureau Manager oversees the operations and activities of the Central Information Bureau. Using considerable independent judgment and discretion, they ensure compliance with established policies and procedures, staying up to date on changing legislation. They additionally conduct analytical studies to develop and implement new or existing programs and manage the access, use, and release of protected information.

    Education: Any combination of training and experience which would provide the opportunity to acquire the knowledge and abilities listed. Normally, graduation from an accredited four-year college with major course work in Administration of Justice, public administration, management information systems, or records management would provide such opportunity. Specific course work in law enforcement management is highly desirable.

    Experience: 
    Any combination of training and experience which would provide the opportunity to acquire the knowledge and abilities listed. Normally, three years of experience in the administration, establishment and maintenance of record keeping systems would provide such opportunity. Specific work experience in law enforcement records is required.

    License:  Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.

    Considerable knowledge of: effective automated records management systems and alternative data processing applications; statistical management information systems as applied to law enforcement activities; principles and practices of effective supervision; the criminal justice system including the relationship of law enforcement agencies to the courts and the District Attorney's Office, and the processing of information through the criminal justice system; the use of electronic information equipment and specific systems as used within the department; principles and techniques of work flow analysis; principles and practices of effective supervision.

    Working knowledge of: the principles and practices of modern law enforcement administration; penal and government codes relating to the maintenance and dissemination of criminal offender and/or detention records and other related records; the California Law Enforcement Telecommunications System; the principles and methods of work planning, staffing analysis and project management; modern supervisory, management, and human resources practices; the principles and practices relating to modern budget, programs and systems management.

    Ability to: coordinate the activities of the different functional units; establish and maintain effective working relationships with others; supervise subordinates in an effective and fair manner; interpret and apply laws, ordinances and policies affecting the maintenance, processing and dissemination of records; speak and write effectively and deliver public presentations; analyze a variety of arithmetic and statistical computations; collect data, interpret and evaluate administrative, fiscal and management matters; use principles of inductive and deductive reasoning to validate conclusions and recommendations; analyze administrative problems, budgets, and a variety of programs, systems and procedures; understand, interpret, and apply federal, state and local rules regulations and ordinance; review and implement changes in work methods, systems, and procedures; use electronic information equipment and specific systems as used within the department.

Each applicant will be evaluated based on the following criteria:

    • Relevance of work history, related experience, and achieved level of education and/or training as described in the application and responses to the supplemental questions.
    Candidates demonstrating possession of the minimum qualifications will be placed on an employment list in order of most qualified to least qualified based on the achieved score received in the Application & Supplemental Questionnaire Appraisal Examination. Scores may be adjusted based on such factors as the number of candidates, anticipated vacancies, past practice, and natural breaks in the scores achieved by this group of candidates.

    BACKGROUND PROCESS

    Being part of the Sheriff's Office and being expected to keep the public safe requires a thorough background investigation process. This process includes an assessment of prior work history, verifying educational experiences, court reports, public records searches, and understanding past patterns relating to drug usage, financial patterns, etc. This entails gathering a significant amount of information from job candidates and speaking to former employers, friends, family members, etc. Polygraphs, drug tests, and medical and physical examinations are also part of this process. Candidates must be honest and forthcoming about information that may arise during the background process. Deception during any portion of this process is grounds for disqualification, even after employment. This process can take anywhere from 3-5 months. Many factors are taken into consideration and one should not assume a credit issue or prior drug use is automatically disqualifying. Candidates will be given the opportunity to present mitigating information they feel should be considered.
