Data Management Director manages the planning, designing, and developing of an organization's databases. Develops policies and procedures to lead and manage a team of database engineers. Being a Data Management Director designs and modifies procedures to ensure the performance, scalability, and security of databases. Additionally, Data Management Director evaluates existing database design to determine necessary updates and collaborates with stakeholders to determine future organizational needs.     Job Description
    This position serves as the Deputy to the Director of Emergency Management and should be able to fulfill all of that position’s responsibilities in their absence. Work includes coordinating emergency plan development and maintenance; handling all printing and distribution of emergency operation plans; and serving as the senior Exercise Design officer for Emergency Management. This position responds to actual emergency events either in the field or to the EOC; develops and conducts public awareness activities throughout the community; provides input into the development and maintenance of the Emergency Management Departmental budget and all grants from State and Federal sources, and is responsible for completion of special and ongoing programs within Emergency Management. This position will be required to work shifts including evenings, weekends, holidays, overtime as necessary by the department, and during inclement weather. This position is considered weather-essential personnel.

    ESSENTIAL RESPONSIBILITIES
    • Maintains a working knowledge of and ensures the reliability and readiness of all communications, warning, computer, and audio/visual equipment in the EOC, and alternate EOC; tests all equipment periodically and arranges for repairs.
    • Develops and maintains Standard Operating Procedures/ Guidelines for the set-up and operation of the EOC, and alternate EOC.
    • Assists with the development and use of software tools for emergency operations including the tracking of resources, event management, and statistical data.
    • Maintains all associated PC hardware and software at an operational level at all times.
    • Trains of all department personnel on all software used by the department, including non-departmental personnel with emergency assignments to the EOC and alternate EOC.
    • Meets with departments, personnel, and agencies for preparedness.
    • Plans and directs training programs for regular and volunteer personnel in the operation of the EOC and alternate EOC.
    • Assists in the setup and operation of the EOC or alternate EOC, including the coordination of personnel, setup of equipment in the EOC, and operation of all communications, warning, computer, and audio/visual equipment in accordance with the EOP and SOPs/SOGs during EOC activation.
    • Assists in the development, preparation, and maintenance of the Emergency Operations Plans for the City and contracted jurisdictions.
    • Oversees the printing and distribution of the Emergency Operations Plan and Standard Operating Procedures/Guidelines for the City and contracted jurisdictions.
    • Advises those responsible for specific sections of the Emergency Operations Plan in the development of their annexes.
    • Writes and maintains such annexes as have universal application.
    • Assists in briefing public officials and staff members on the application of emergency plans and standard operating procedures.
    • Maintains the Hazard Mitigation Program and Hazard Vulnerability Assessment at the direction of the Director of Emergency Management.
    • Serves as the senior exercise design Officer for the Office of Emergency Management.
    • Directs team members in the development of exercise objectives, scenarios, script writing, and exercise control.
    • Prepares and processes purchase orders.
    • Assists with the management and administration of grant funds.
    • Assists with management and developing the budget for Emergency Management and Radio Communications.
    • Approves purchases up to $1,000 without approval from the Director.
    • Responds to actual emergency events either in the field or to EOC.
    • Assumes operational duties of the Director of Emergency Management in their absence.
    • Assists the Director of Emergency Management during EOC activation or field operations.
    • Assists in the development of resource lists and contacts.
    • Develops and conducts public awareness and emergency management presentations on preparedness to businesses and at public events.
    • Develops and conducts training classes as required.
    • Assists in departmental administrative tasks as required by the Director of Emergency Management.
    • Completes special and ongoing programs within Emergency Management.
    • Performs other job-related duties as assigned.

    Knowledge, Skills, Abilities
    • Knowledge of emergency management principles and the four phases of emergency management (mitigation/prevention, preparedness, response, and recovery.
    • Knowledge of National Incident Management System (NIMS) & Incident Command System (ICS).
    • Knowledge of federal, state, and local laws, codes, and regulations, particularly with regard to emergency preparedness and planning.
    • Knowledge of technical writing, preparation of correspondence, record keeping, and report preparations.
    • Knowledge of principles of budget preparation for project management.
    • Skills and abilities with personal computers, specifically with Microsoft Office suite of software, and related equipment; experience with software, including website development software and/or HTML for design and maintenance of the OEM/LEPC websites’, social media, weather monitoring systems, WebEOC, CAMEO, plume-modeling software, and GIS/mapping software preferred.
    • Ability to tactfully respond to requests and inquiries from the general public.
    • Ability to analyze problems identify alternative solutions, project consequences or proposed actions, and implement recommendations in support of goals.
    • Ability to establish and maintain cooperative working relationships with those contacted in the course of work, including City and other government officials, community groups, the general public, and media representatives.
    • Ability to operate small office equipment, including copy machines or multi-line telephone systems.
    • Strong verbal and written communication skills.

    Licenses/Certification

    Required Qualifications
    The position requires a Bachelor’s Degree in Emergency Management, Public Administration, Business Administration, or a related field and a minimum of two years of experience in Emergency Management or Public Administration. Also, completion of command-level NIMS/ICS courses (IS-100; IS-200; IS-700; IS-701; IS-702; IS-703; IS-704; IS-706; IS-800; G-300; & G-400) and FEMA Professional Development Series (PDS) courses (IS-139; IS-230; IS-235; IS-240; IS-241; IS-242; and IS-244) is required within one year of employment. A valid Texas Driver’s License is required.
    Certified Emergency Manager (CEM) through the International Association of Emergency Managers (IAEM) and Certified Texas Emergency Managers (TEM) through the Emergency Management Association of Texas (EMAT) credentials within three years of employment preferred.

    At least 5 years of emergency management/ crisis management and leadership experience, extensive knowledge or training in HSEEP, in the process of obtaining or currently holds a designation of CEM. Multiple years of experience with EOC operations.
    Required to live within 30 minutes of the EOC facility with residence located in Potter and Randall Counties preferred; Bilingual communication is preferred; must be able to pass a Texas Criminal Information Center (TCIC)/ National Criminal Information Center (NCIC) background check; and must be able to obtain U.S. DOE security clearance.
