Data Science Director establishes, plans, and administers the overall policies and goals of the data science function. Provides strategic guidance and overall direction for analytical efforts. Being a Data Science Director determines the appropriate tools, techniques, staffing and methodologies to extract data that produces meaningful results. Uses extensive knowledge and research into big data tools to guide the integration of new and existing tools into the organization's data science tech stack. Additionally, Data Science Director typically requires a master's degree in computer science, mathematics, engineering or equivalent. Typically reports to top management. The Data Science Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Data Science Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     What You Will Do:  

    The Proposal Director is responsible for delivering proposals to Sigma’s current and future federal government clients and providing support to the company’s business development efforts.  Your primary responsibilities will be to work with other internal and external functional teams to plan and deliver major compliant and competitive proposals in response to Formal Requests for Quotations/Proposals and unsolicited submittals. This position will require you in your role to work closely with senior leadership, capture personnel, and operations management, external companies and stakeholders in order to oversee, manage, write, edit, review, and produce winning proposals.  These proposals can typically range between $500K to over $200M.  In addition, the Proposal Director will support business development functions as noted below.


    Proposal Director Duties:

    • Lead the proposal development process from pre-proposal phase through post-proposal submittal phases.
    • Oversee/produce schedules, outlines, compliance matrices, proposal kickoffs, and technical solution sessions
    • Decompose solicitation requirements to ensure full understanding of scope
    • Define and incorporate win strategies, win themes, discriminators, customer hot buttons, and compliance into final proposal artifacts
    • Facilitate proposal reviews and make recommendations to ensure compliance and increase proposal scorability
    • Collaborate with all levels of the organization and with the proposal team including Business Development, Capture, Authors, SMEs, Operations, Contracts, Legal, Creative Services, and Pricing.
    • Work with internal and external teaming partners on data calls as required
    • Ensure compliance with company policies and procedures and other practices set forth by upper management
    • Produce other proposal-related documents such as responses to sources sought, requests for information, comments on draft Requests for Proposal.
    • Maintain a library of proposal materials including past proposals, project descriptions, resumes, photos, graphics and other materials


    Business Development Support Functions:

    • Produce targeted value propositions and other sales-related documents and collateral
    • Participate in industry conferences and provide various business development support services as requested.
    • Review potential opportunities with existing and new federal clients on a daily basis (including searches on procurement sites such GovWin.com, sam.gov, individual DOE site procurement websites, DOE EMCBC/NNSA/NE/Office of Science websites as well as telephone calls with industry contacts, etc.)
    • Assist in the development and implementation of effective win strategies and capture plans to profitably grow new business and retain existing business
    • Assist in the identification and qualification of new business and support the management of a pipeline aligned with the annual business plan
    • Maintain business development and proposal files in an organized fashion on the Company repository system (Sharepoint and/or CORE)
    • Support the evaluation of Sigma business opportunities through the business development lifecycle
    • Implement effective customer engagement strategies/plans
    • Assist in the building of capture teams and assignment of capture responsibilities across the company in coordination with functional area leads (Contracts, Pricing, Finance, HR, Operations etc.)
    • Support the generation of detailed competitor analyses
    • Support the identification of qualified teaming partners


    What You Need (Minimum Requirements) 

    • A Bachelor’s degree with 10 years of federal proposal management experience
    • Proven record of winning US federal government contracts
    • Demonstrated experience with the Federal procurement process and regulations (FAR)
    • Demonstrated experience and a successful track record of high-quality proposals
    • Ability to manage diverse and geographically dispersed teams
    • Familiarity with capture tools (GovWin, USASpending, Deltek Tools, etc.)
    • Demonstrated proficiency in oral and written communications and ability to effectively perform in both individual and group settings.
    • Fluency in Microsoft applications including Word, Excel, and Outlook in addition to collaboration and document management tools such as SharePoint.
    • Ability to manage several concurrent efforts simultaneously
    • Ability to perform under tight deadlines and conform to quick turn-around schedules.

    Benefits and Salary: 

    • Base Salary: $150,000 - $180,000 Anually
