    The South Dakota Department of Education, Early Childhood Services Office, is seeking a passionate Part C Data Manager for our Birth to Three program.     The Ideal Candidate Will Have:

    A post-secondary degree in business, mathematics, or related educational field with minimum of 2-3 years of professional related work experience with large data systems and data analysis.

    Knowledge, Skills, and Abilities:

    The Part C Data Manager position requires knowledge of children’s services delivery systems; expertise in tools and processes related to data analysis and reporting, including data integrity, statistical methods, and data visualization; and ability to collaborate and lead a team as needed. Uses Excel, PowerBI, and other software tools to effectively analyze, prepare and present to various audiences and stakeholders. Ensures the quality and accuracy of Part C data and serves as a subject matter expert on data integrity, extraction, and compilation.

    Skill to:

    • use computers and applicable software used in analyzing problems and devising effective solutions, conducting data searches, evaluating, and translating large amounts of data;
    • lead all federally required Data Manager activities for Birth to Three and ensure compliance with 34 CFR 303.700;
    • develop meaningful data analytic reports that capture all services delivered through Birth to Three;
    • lead and manage the support provided to all state staff and local personnel in data collection and daily use of data system;
    • prepare reports for program director to present to stakeholders and Interagency Coordinating Council (ICC) upon request;
    • represent the program and deliver presentations in a variety of meetings and conferences and maintain effective relationships with professional organizations and education officials at the federal, state, and local levels;
    • deliver data presentations to federal, state, and local stakeholders upon request;
    • participate and support data and fiscal related workgroups of the ICC;
    • provide data for the development of policies and procedures that capture federal requirements relating to findings of monitoring and quality assurance visits;
    • collect, analyze, and report on compliance at a regional, office, and provider level;
    • co-author the Annual Performance Review (APR) and State Systemic Improvement Plan (SSIP) annually for submission to the federal Office of Special Education Programs (OSEP);
    • identify needed rules and procedures for all data sharing as outlined in interagency agreements and memorandum of understanding with other State agencies and programs;
    • establish and maintain relationships with all agencies and organizations in which Birth to Three shares data and manage data sharing agreements;
    • assist in preparing fiscal data utilizing the statewide billing system and assist in monitoring and reporting fiscal compliance of funds used for early intervention services; and
    • perform all other duties as assigned.

    • prioritize, develop, present, and lead implementation of projects, policies, and processes involving ECI data management and reporting; and
    • be responsible for ensuring the statewide data system consistently meets federal requirements and programmatic needs to ensure necessary program data are captured, meet federal IDEA Part C reporting requirements, and fiscal monitoring targets are met to the standard of state performance expectations by continuously monitoring and developing data management strategies.

    The successful candidate is not expected to have complete knowledge of all job duties, as training and support will be provided. However, a strong capacity for independent learning will be essential in this role.
