Data Warehousing Manager manages the daily activities of the team responsible for the design, implementation, maintenance, and support of data warehouse systems and projects. Oversees data design and the creation of database architecture and data repositories. Being a Data Warehousing Manager ensures that reporting, modeling, and ETL projects and initiatives are supported fully and run smoothly. Installs processes for auditing data warehouses and ensuring data quality. Additionally, Data Warehousing Manager requires a bachelor's degree. Typically reports to a director.     Salary Range: $104,928 - $116,700 Annually

     

    This position is hybrid/telework eligible. The candidate of choice must be available to work in the Tumwater, WA office at a minimum of one day per month, and additionally as requested.

     

    Are you a seasoned data manager with an in-depth knowledge of modern database and information technologies? If so, the Senior Data Systems Manager role within Research and Data Analytics (RDA) team at the Washington State Department of Corrections may be ideal for you! As the Senior Data Systems Manager, you will work with the Infrastructure team, other RDA staff, and stakeholders to design and develop needed data infrastructure, ensure appropriate confidentiality and security of data, develop standards of operation for handling data, and provide data that inform DOC policy and legislative analysis, research, program monitoring and evaluation, and performance measurement. 

     

    The Senior Data Systems Manager provides expert consultation to the Chief Data Officer, RDA analysts, Information Technology staff, and other key stakeholders on issues related to providing consistently accurate, timely data to inform operational and strategic decision making. You will assess DOC administrative data systems and external data sources that support the agency’s operational, research and strategic efforts, develop and implement data integration plans and data cleaning models, and ensure efficient, accurate data delivery to RDA staff and internal and external customers.

    As a Senior Data Systems Manager, some of your duties will include: 

    • Leading, supervising, mentoring, and training RDA Infrastructure staff, providing subject matter expertise, and leading data management process improvement initiatives to include:
      1. Assigning and reviewing staff work, managing expectations, adjusting priorities and schedules, and ensuring appropriate resources for the assigned tasks
      2. Developing staff technical and customer service skills to support a productive work environment, prioritizing agency goals, and ensuring satisfied customers.
      3. Supporting staff in acquiring the knowledge and training needed to accomplish position duties and tasks
    • Managing RDA data production infrastructure and processes, including continuous improvement efforts which could look like:
      1. Managing RDA's SAS/SQL server and data production processes, including integration, automation, quality checks, timeliness, security, and user notifications
      2. Developing, updating, and maintaining the source data and databases, code, and documentation to support data functions
      3. Developing, implementing, maintaining, and enhancing processes that create customized data tables and datasets for analyses pertaining to legislation and budget, research, operations, and performance management
      4. Implementing initiatives to continuous improvement data and processes, and expand data availability to inform operations and outcomes
    • Overseeing management of interagency data sharing agreements serving operational needs including:
      1. Overseeing appropriate management of data sharing agreements
      2. Confirming operational need, alignment to DOC priorities, available resources to support request, and advise on data elements required
      3. Developing, updating, and maintaining the source data and databases, code, and documentation needed to fulfill data sharing agreements
      4. Monitoring and updating the contract tracking system as needed to ensure purpose, start/end dates, and appropriate sharing of data

    What we need (required qualifications):

    • Master's degree in Business Administration, Public Administration, Economics, Statistics, Computer Science, Social Science or related field from an accredited college recognized by the US Department of Education or Council for Higher Education Accreditation

    AND

    • Three (3) years of full-time equivalent work experience in database management and data reporting;

    OR 

    • Bachelor's degree in above fields 

    AND

    • Six (6) years of full-time equivalent work experience in data base management and data reporting

    OR

    • Ten (10) years of full-time equivalent work experience in database management and data reporting

    In addition to the above qualifications, the following are required for this role:

    • At least five (5) years of experience using SAS and/or SQL and Visual Studio/BI tools at an expert-level for data management, production automation, data reporting, and data modeling
    • Experience transforming data from large enterprise administrative databases into formats conducive to research and analysis
    • Excellent oral and written communication skills for communicating complex data structures, data reports, and other data products to laypersons
    • Experience in managing data development and data reporting

    Telework Details

    This position may be allocated for telework. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time.  Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite.  Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a “drop in” area available, however, a dedicated workspace within a DOC facility will not be provided.
