Plans, coordinates and monitors projects to prepare, test, and deploy decision support tools, reports, dashboards and models to users. Additionally, Decision Support Project Specialist troubleshoots and resolves problems. May have specialized knowledge of a particular software product tool or module that is utilized. Requires a bachelor's degree. Typically reports to a manager or head of a unit/department. Decision Support Project Specialist is a specialist on complex technical and business matters.     Colorado Water Conservation Board (CWCB):  The CWCB exists to establish water policy as directed by statutes to address Colorado’s water issues. The CWCB is governed by a 15 member board that includes governor-appointed representatives from each of the eight major river basins, the City and County of Denver and several state agencies. Since nearly all of Colorado’s water originates within its boundaries but is shared with other downstream states, the CWCB works to protect and assure that Colorado maintains its ability to fully use its allocation of the water under various agreements and court decrees. However, the development of those resources increasingly must focus on the wise use of water in recognition of future drivers like population growth that put pressure on state waters. The five major “units” (sections) of the CWCB consist of water supply planning, interstate and federal water issues including water information, instream flow and natural lake level protection, watershed and flood protection, and water project financing including agency budgeting/admin support. This work unit, the Interstate, Federal and Water Information Section, interacts with all of these sections but has specific duties as follow.  

    The Interstate, Federal & Water Information Section of the CWCB exists to protect Colorado’s decree and compact entitlements and to conduct all studies, analyses, and investigations pertaining to Interstate Compacts and negotiations on the Colorado and Arkansas River, the Colorado Salinity Control Program, the Endangered Fish Recovery Programs in the Upper Colorado River and San Juan River Basins and other miscellaneous water resources. This includes researching and identifying all current uses of water, future projected uses of water, development and evaluation of complex water management models, management of Colorado’s Decision Support Systems (CDSS) program in collaboration with the Colorado Division of Water Resources, and understanding the risks associated with all of these elements.

    This position, which is subject to the general supervision of the Chief of the Interstate, Federal and Water Information Section, serves as the staff authority on the development, implementation and maintenance of Colorado’s Decision Support Systems (CDSS) and other water information management tools at the CWCB for the state’s major river basins (the Colorado, White, Yampa, Gunnison, San Juan, Rio Grande, South Platte and Arkansas River Basins). This position oversees the management of the CDSS on behalf of CWCB, in conjunction with the Division of Water Resources. The long term imperative of this position is to ensure that the CDSS and its components are useful, accessible, functional, and maintained in high quality for the state’s water users. This position will manage active development of Basin DSS Studies. This position also conducts and contributes to technical analyses including Recovery Program depletion accounting, annual reporting requirements from interstate organizations such as the Arkansas River Compact Administration, the Colorado River Basin Salinity Control Forum, the State Water Supply Initiative Update, and interfaces with the CWCB GIS Team to support various efforts like irrigated lands analyses.
     
    This position may require occasional travel.  

    Specific Duties Include:
    • Manages the Decision Support System development, maintenance, and implementation
    • Serves as technical advisor on intrastate and interstate issues involving modeling
    • Reviews water resource studies and legislation of intrastate or interstate concern

    Minimum Qualifications:


    Eight (8) years of professional work experience in water resources modeling, mapping, engineering, and/or hydrologic work.


    - OR -


    Graduation from an accredited college or university with a Bachelor's degree in engineering, natural resources, natural sciences or environmental science, hydrology, environmental or natural resources economics, climate science with a focus on water, or closely related field of study.


    AND 


    Four (4) years of professional work experience in water resources modeling, mapping, engineering, and/or hydrologic work.

    Substitutions: 

    • Additional appropriate education will substitute for the required experience on a year-for-year basis (Bachelors equals four years, Masters equals two years, Doctorate equals one year).

    Preferred Qualifications:

    • Current or former State experience relevant to this position.
    • Master’s Degree in in engineering, natural resources, natural sciences or environmental science, hydrology, environmental or natural resources economics, climate, science with a focus on water, or closely related field. 
    • Professional Engineer (P.E.) license or Engineer in Training (E.I.T.) certificate.
    • Experience with CDSS, StateMod, and CRSS and CRMMS in RiverWare.
    • Knowledge of Colorado Compacts,  policies and related issues.
    • Knowledge of Colorado water rights and prior appropriation doctrine.
    • Work experience with state agencies and/or interstate commissions.

    Conditions of Employment: 

    • Colorado residency is required at the time of application.
    • Former employees of the State of Colorado MUST have concluded employment in good standing to be eligible for rehire.
    • A current & valid Driver's license is required for operating a state vehicle and occasional travel is anticipated.  
    • Must be able to successfully pass a background check.
    • Must be willing and able to occasionally exert up to 20 lbs. of force to move objects
