Decision Support Project Specialist provides technical guidance and solutions to user groups working with decision support software and data tools. Analyzes user requirements and evaluates functionality and configuration options available for existing and new software. Being a Decision Support Project Specialist delivers user training and coaching to facilitate problem solving and decision making using hardware, software, datamarts, and data warehouses. Plans, coordinates and monitors projects to prepare, test, and deploy decision support tools, reports, dashboards and models to users. Additionally, Decision Support Project Specialist troubleshoots and resolves problems. May have specialized knowledge of a particular software product tool or module that is utilized. Requires a bachelor's degree. Typically reports to a manager or head of a unit/department. Decision Support Project Specialist is a specialist on complex technical and business matters.     Other Conditions: To begin approximately June 2024. Continuation of the position will depend on availability of funds, program/operational needs, and satisfactory performance.

    The Project Support Specialist will independently under the general direction of the Director of Hawai'i Natural Energy Institute (HNEI) to support the planning, organization, and management of HNEI’s renewable energy, energy efficiency, and smart grid technology projects; to develop new partnerships and projects integrating emerging energy innovations into HNEI programs; and to identify, plan and coordinate new collaborative partnerships with DOD. Duties and responsibilities will include but not be limited to the following.

    Duties and Responsibilities:

    Exercise independent professional judgement to develop and implement long range plans for execution of HNEI mandates under Hawai'i Revised Statute HRS 304A-1891 including:

    • Development of long range plans to ensure progress toward State of Hawai'i Renewable Energy Portfolio goals
    • Manage day-to-day operations of in-house and contracted research under HRS 304A-1891 to ensure attainment of state and statute goals.
    • Develop and implement required liaison, communication, and outreach processes to broaden partnerships and to communicate research results to technical and lay audiences including coordination of Hawai'i Energy Policy Forum activities
    • Coordinate and prepare reporting required under HRS 304A-1891
    Work independently to develop relationships with industry, business, government, and community organizations to support the establishment of corporate alliances, sponsored research, and grant funding opportunities that are consistent with HNEI’s mission and research priorities.

    Serve as HNEI’s lead to plan and build collaborations with innovation and entrepreneurship stakeholders to drive research and pathways toward commercialization including a structure for incubation of early-stage energy ventures.

    Identify, plan, organize and communicate new programmatic activities with DoD partners to deliver strategic energy capabilities to the military by accelerating the adoption of commercial technology and strengthening the national security innovation base - focused on installation resilience and operational energy.

    Serve as HNEI’s liaison to Hawai'i State legislature including tracking of relevant legislation, preparation of testimony, and coordination of other legislative interactions.

    Support Director and senior faculty in the development and preparation of proposals including identification of funding opportunities, coordination of proposal submission, completion of submission documents, and communication of results.

    Serve as Principal Investigator on research proposals in relevant areas.

    Support Director in development of strategic alliances throughout the Asia-Pacific region to foster deployment of innovative technologies to foster development of reliable and resilient energy systems.

    Develop and coordinate an active program to attract philanthropic sponsorship of HNEI activities.

    Work independently but in close coordination with HNEI Director, other staff, and contractors in carrying out projects.

    Develop communication strategies to interact with a broad array of stakeholders, including project partners, local and federal regulatory agencies, funding agencies, electric utility companies, and decision makers within the University of Hawai'i and State government to promote HNEI projects and programs.

    Perform other duties as required.

    Minimum qualifications:

    A PhD from an accredited university in natural sciences, engineering, economics or other relevant discipline.

    Minimum 4 years professional experience at the Associate Specialist rank in project development, project management, entrepreneurship and/or development of innovative partnerships.

    Demonstrated increasing professional maturity including at least two years of experience directly related to the current job assignment;

    Demonstrated ability to plan and organize assigned activities, including the work of assistants when appropriate;

    Ability to work effectively with faculty, staff, and administrators as necessary;

    Proven ability to lead translational research and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals to independently carry out major projects of importance to the University and the community.

    Ability to communicate effectively verbally and in writing including demonstrated experience in the areas of grant-writing, public relations, and media relations.

    Track record of creativity and initiative in planning, launching, and executing projects, products and services for commercial markets.

    Demonstrated expertise in strategic partnership development.

    For highly qualified candidates, clear evidence of industrial and academic experience relevant to the duties of the position may be accepted in lieu of advanced degrees.

    Desirable qualifications:

    Experience as a leader/ manager at a major university or other research organization.

    Familiarity with the organization and major research at the University of Hawai'i.

    Familiarity with Hawai'i energy programs, utility operations, technology trends, and energy business practices.

    Demonstrated understanding of business and government practices in Hawai'i, nationally, and in the international arena.
