  • JOB SUMMARY:

    The Assistant Program Director will directly oversee day to day operations for the following departments: Direct Care, Facility Management, Education, Security Monitor, Kitchen, and Training. In the absence of the Program Director will supervise the all-shelter services. The Assistant Program Director must ensure that services meet Michigan Department of Health and Human Services (MDHHS), Office of Refugee Resettlement (ORR) and company polices. Will directly support all designated departmental staff to ensure that service members have the resources needed to provide quality child-friendly care to unaccompanied children ages 0-17 residing in a 24-hour shelter funded by ORR. The APD must strictly enforce and adhere to ORR’s Zero Tolerance Policy regarding abuse and neglect and all relevant ORR policies and procedures always ensuring the safety of the children and youth.

    ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:

    • Oversees the overall daily operations of assigned departments.
    • Ensures that intake process meets required timeframes as noted in the federal contract to include completion of initial assessments for children.
    • Works closely with each department supervisor to execute appropriate services and care for the staff and children. Ensuring a safe, comfortable shelter at all times.
    • Required to be on-call and work a flexible work schedule which includes holidays and weekends.
    • Ensures that daily program activities meet MDHHS and ORR standards.
    • Ensures compliance with shelter budget and adhere to federal contract requirements.
    • Responsible for ensuring the completion of weekly, monthly, quarterly, and annual reports, as needed.
    • Ensures that departmental schedules provide adequate supervision and service coverage for shelter services and children coming into care on a 24-hour basis.
    • Ensures the completion of internal monitoring for designated departments to identify successes and areas needing improvement.
    • Develops professional cooperative relationships with all program employees, contractors, volunteers, ORR Project Officer, Federal Field Staff, and other Stakeholders (such as: Department of Homeland Security, Pro Bono Attorney Services). Will serve as a liaison in the absence of the Program Director.
    • Creates and maintains a positive work environment that encourages employee productivity and satisfaction.
    • Ensures that shelter grounds are appropriate and child friendly. Reports any concerns and executes immediate correction action as needed.
    • Will maintain an active and engaged presence in program activities to develop a positive residential environment for youth.
    • Ensures that the adopted behavioral management plan for youth is adhered to and supported.
    • Identifies any areas needing improvement and work collaboratively with department heads and Program Director to develop appropriate corrective action plans.
    • Must ensure overall compliance with reporting requirements of any significant incidents (SIRs) to ORR, relevant state licensing entity, and to immediate supervisor.
    • In the absence of the Program Director, Ensures that all administrative tasks are completed timely by Executive Assistant/Administrative Assistant Department, such as: billing, payroll, and monitoring all program communications to ensure information is shared timely to all program staff.

    * Ensure that deliveries and supplies are received as needed and that appropriate inventories are conducted and documented.

    • Coordinate fire and safety drills with Facilities Manager and ensure that repairs are done timely and proactively as identified.
    • Will provide timely information to Program Director to report any concerns with departmental tasks or services to youth.
    • Responsible for assisting with the safe evacuation of youth due to emergency/weather conditions.
    • Works closely with department heads to ensure that they are properly supporting the program staff in keeping with organization expectations.
    • Must review and be familiar with contractual requirements for relevant state, and ORR policies and procedures.
    • Ensures the development of a rotating meal schedule with Head Cook.
    • Ensures that new employee trainings are initiated timely, and that staff remain in compliance
    • Conduct probationary 30 day and annual employee performance evaluations.
    • Maintains communication with Program Director, and Human Resources Department regarding any concerns with benefits, pay, or employee performance.
    • Must identify staff who are having challenges in meeting position requirements and develop Performance Improvement Plans (PIPs) to support positive change.
    • Must maintain documentation and create written reprimands if needed due to performance issues observed by program staff.
    • Will coordinate and attend weekly and/or monthly departmental meetings, as needed.
    • Perform other duties as assigned or requested to support the safe care, supervision, and reunification of youth in care.

    STANDARD REQUIREMENTS:

    • Be a brand ambassador and always reflect company values.
    • Must be 21 years of age or older to work directly with youth.
    • Must maintain any licensures/certifications during employment and/or obtain within required timeframes, if approved.
    • Ensure completion of On-the-Job Training requirements.
    • Meets dress code/uniform standards; appearance is neat and clean.
    • Complete any training requirements including Managing Aggressive Behavior/NRCYS and CPR/First Aid.
    • Maintains dependable attendance and ability to work a flexible schedule.
    • Assist in the safe evacuation of youth if needed.
    • May need to respond to emergency situations to ensure the safety and security of the youth.
    • Wear an ID badge while on company property or job sites.
    • Recognize the signs of abuse, neglect, exploitation, and provocative behavior. Follow reporting requirements for relevant state and federal contract requirements and document adhering to timeframes.
    • Must maintain confidentiality in all program areas including any information regarding youth.
    • Maintain confidentiality of health care records and information in keeping with HIPAA and Protected Health Information (PHI) requirements.
    • Maintain professional conduct and ensure appropriate respectful interactions during any contact with youth, staff, state licensing representatives, ORR/Federal Field Staff, and other vendors or community members.
    • Enforces safety and security standards for students, staff, and visitors. Follow all company policies and procedures.
    • Adhere to all state and federal laws and regulations.
    • Clear MVR Check.
    • Clear Background Check. Including a national criminal fingerprint background check.
    • Clear drug testing results.
    • Clear Tuberculosis results.
    • In adherence with federal or state contract requirements (as applicable): Proof of COVID Vaccinations and other immunizations (i.e., varicella, measles, mumps, tetanus, Tdap, rubella, Flu, Hepatitis A and B).

    EDUCATION AND EXPERIENCE REQUIREMENTS:

    • Bachelor’s degree in social work, human Services, psychology, or other related fields required.
    • Master’s degree in social work, psychology, counseling, public administration or other related field
    • A minimum of 2 years of experience working in a childcare institution or child placing agency required.
    • Proven experience supervising a team in a social service environment preferred. Proficiency in Microsoft Office. Specifically, Word and Excel.
    • The ability to type and use a tablet/iPad, laptop, or desktop is needed to complete daily tasks.
    • Able to work cooperatively with multiple members of a Team including program staff, state licensing personnel, ORR/Federal Field Staff, and other office personnel.
    • Able to think out of the box and take initiative in problem solving.
    • Well organized and highly motivated.
    • Able to maintain a cooperative, respectful, and positive disposition always
