Director of Total Quality Deployment deploys total quality operational excellence policies and programs within an organization. The Director of Total Quality Deployment manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure.   • SUMMARY OF KEY RESPONSIBILITIES

    1. Benefits Portfolio Management - Evaluates the company benefits to align with needs, cost effectiveness, compliance, and strategic objectives. Provides direction in the administration of benefit plans, including health, welfare, and retirement plans, including pension. Ensures compliance with regulations and policies, including reporting, financials, testing, and audits. Collaborates with HR Leaders and researches, recommends, and creates strategy for implementation and administration. Develops relationships with vendors and brokers and negotiates fees and pricing, as necessary. Ensures both internal and external administration of benefit plans are executed effectively with emphasis on best practices and centralized efforts.
    2. HRMS Administration – Oversees functional design of HRMS system to meet the workforce management needs of the corporation; Analyzes capabilities of HRMS system to optimize performance and use of the system; Proactively advocates use of systems and technology to increase efficiency and effectiveness of HR programs, driving innovation and orchestrating change processes as necessary with HR Leaders; Monitors HRMS system for functionality and integrity; Oversees preparation of all manuals and guidelines to ensure proper system operations; Oversees administration of system security for the corporation and prepares security documentation and procedures.
    3. Payroll – Oversees payroll system and processing, ensuring payroll processes are designed and set up to comply with applicable Federal, state, and local laws; ensures best practices for payroll processing; directs staff in completing various audits of earnings, deductions, and tax code set up to ensure compliance with tax reporting and applicable laws.
    4. Compensation – Drives development and maintenance of compensation programs and administration to support each operating company; Ensures market data is maintained; Maintains pay structures and serves as SME to operating companies in compensation system development and administration.
    5. Reporting – Oversees creation and maintenance of various workforce reports related to compensation, turnover, retention, and demographics. Develops various internal and vendor reports and performs data analytics using Cognos Analytics.
    6. Corporate Human Resources – Administers all Human Resource functions for the Otter Tail Corporate offices (Fergus Falls & Fargo) to include policy administration, employee relations, staffing, onboarding, and compensation. Manages logistical operations of office facilities to ensure employees have optimal workspace and work environment.
    1. Human Resources Compliance and Talent Excellence – Ensures HR compliance activities are accomplished in all companies; participates in or leads efforts to improvement talent systems across all companies through leading improvement projects and using subject matter expertise from a variety of HR operations disciplines, which may include employee relations, selection, performance management and communications; assists companies to achieve talent excellence.
    1. Vendor Management - Builds and maintains vendor relationships; ensures vendors are complying with contract provisions and creating value through servicing employees; and serves as main point of contact for vendors for all benefit programs.
    2. Executive Benefits and Compensation - Manages all aspects (enrollment, communication, administration) of executive benefits including Non-Qualified plans, SERP’s, and stock. Assists VP of Human Resources in carrying out executive compensation tasks; supports proxy preparation.
    3. Other – Supervises and performs the operations of internal control related responsibilities by reviewing and updating quarterly Key Controls and ensuring related tasks are performed accordingly.

    REQUIRED QUALIFICATIONS

    • Bachelor’s degree in finance, accounting, HR, or related field.
    • 10 years of progressively responsible experience in total rewards with 5 years management experience.
    • Deep expertise in managing employee benefits.
    • 5 years general HR operations experience.
    • Advanced Microsoft Excel skills.
    • Demonstrated experience with managing HRMS and compensation systems.
    • Demonstrated project management skills.
    • Demonstrated knowledge/experience with government regulations pertaining to benefits, payroll, and Human Resources.
    • Advanced analytical, consulting and influencing skills, with a track record of identifying issues and formulating solutions.
    • Leadership skills balanced with a willingness to play a 'hands-on' role.

    PREFERRED QUALIFICATIONS

    • Master’s degree in business administration, human resources, I/O Psychology, or related field
    • Experience in utility or manufacturing industries
    • CCP (Certified Compensation Professional), CEBS (Certified Employee Benefits Professional), SPHR Certification
