    SUMMARY: Performs detailed plan reviews for proposed residential and commercial buildings for the Planning and Building Services Department; reviews building plans before permit issuance, and verifies plans are in compliance with all building codes, state laws, County policies, and regulations; investigates reported building code violations.

     

    PRIMARY DUTIES AND RESPONSIBILITIES:

Essential duties and responsibilities may include, but are not limited to, the following:

     

    • Manages building permit project review, reviews building plans and specifications; checks calculations of construction plans to verify compliance with building codes; reviews and approves permit applications and technical documents; completes forms necessary for the issuance of permits and scheduling of required inspections; re-reviews building plans as needed to verify that identified deficiencies have been corrected prior to final approval.
    • performs site visits as necessary to resolve issues and verify construction compliance. 
    • Takes building permit applications from pre-application conference to final action; assures projects recommended for approval comply with all State regulations, adopted building codes, and other policies of the County.
    • Provides building and energy code technical advice to architects, engineers, and contractors. Ensures plans comply with the Teton County Energy Mitigation Plan and the associated fees are collected.
    • Works with Building Inspection staff and contractors to resolve code issues; reviews plan changes and modifications for projects under construction; performs site visits as necessary to resolve issues and verify construction compliance.
    • Coordinates plan review and approvals with other County departments; meets with applicants in preliminary meetings.
    • Supports the relationship between the Teton County staff and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.


    MINIMUM QUALIFICATIONS:


    Education and Experience:


    • High School Diploma
    • Associates Degree in Building Inspection Technology, Construction Engineering, Architecture, or Civil Engineering preferred.
    • Five years of experience in building inspection, building code enforcement, or plan review programs


    Required Licenses and Certifications:

    • Must possess a valid Wyoming/Idaho Driver’s License and maintain an acceptable driving record.
    • International Code Council (ICC) Plans Examiner certification is required within six months of hire. Additional certifications for Residential and Commercial Plumbing, Mechanical and Energy codes shall be completed at a rate of one per year starting upon acquiring the first needed certification. Depending on the needs of the County, incumbent may be required to obtain additional technical certifications.


    Required Knowledge of:

    • County policies and procedures, and state and federal laws and regulations governing building and safety codes.
    • Principles and practices of the construction industry and building trades.
    • Methods, procedures, and techniques for evaluating technical compliance.
    • Methods and techniques of inspecting a variety of plans, buildings, and technical documents.
    • Principles and practices of building, electrical, mechanical, and plumbing inspections.
    • Occupational hazards and safety precautions in construction areas.
    • Records management and customer service principles, protocols, and standards.
    • Standard and specialized computer software applications.


    Required Skills in:

    • Interpreting and applying building and safety standards, state and Federal regulations, department standards, and County policies and procedures.
    • Reading and interpreting building plans and technical specifications, and checking details, estimates, plans, and specifications of projects.
    • Providing advice and consultation on standard construction methods and requirements.
    • Establishing and maintaining cooperative working relationships with co-workers.
    • Responding to public inquiries and providing information on departmental services, programs, policies, and procedures.
    • Providing effective customer service, resolving conflicts, and dealing tactfully and courteously with the public.
    • Communicating effectively verbally and in writing.


    Physical Demands/Work Environment:

    • Work is performed in a standard office environment, with occasional trips to building sites.
