Disaster Recovery Director leads the development of a comprehensive business continuity strategy and programs, plans, and toolsets that support response, develop resiliency, and enable recovery from events that disrupt business operations. Establishes a framework and methodology to manage all business continuity life cycle activities, including risk assessment, business impact analysis, strategy development, implementation, testing and review, plan maintenance and updates. Being a Disaster Recovery Director leads periodic review, validation, and workflow testing of documented business continuity plans. Develops and implements organization-wide training and communications. Additionally, Disaster Recovery Director supports internal audits and regulatory exams of compliance with required regulations. Typically requires a bachelor's degree. May require the Certified Business Continuity Professional (CBCP) or similar BCP certification. Typically reports to top management. The Disaster Recovery Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Disaster Recovery Director typically requires 3+ years of managerial experience.     Reports To: Board of Commissioners

    Job Summary

    This position is responsible for the general management of corporation operations, direction, and public interface subject to the policies, control, and direction of the Board of Commissioners. The Director sets the strategic direction for the corporation and, with subordinate directors, details the tactical plans to carry out the business strategy. This position manages operating revenues of approximately $69 million; an operating expenses budget of approximately $57 million; a capital budget of approximately $20 million in FY 24; and trust funds totaling approximately $130 million. The Director oversees approximately 150 employees and is a trustee of the corporation pension plan. The Director is principally accountable for the financial solvency of the corporation.

    Major Responsibilities and Activities

    The Director whether acting directly or through subordinate directors is responsible for the following:

    • Ensure that all departments are operated to comply with RIRRC’s stated Mission and Key Objectives. Operate as close to a private sector business as possible.
    • Ensure environmental, legal, and regulatory compliance.
    • Oversee the financial performance of the organization, including development and execution of strategic plans, five-year financial plans, capital expenditure plans, ensuring that sound financial controls are in place and that the Corporation remains financially self-sufficient.
    • Direct and manage implementation of the Rhode Island Comprehensive Solid Waste Management Plan, SOLID WASTE 2038
    • Maintain strong collaborative relationship with host community and a wide variety of stakeholders. Administer host community agreement.
    • Use current technology to improve and upgrade systems and procedures.
    • Be accessible to employees, vendors, and the community as well as Federal, State and Local officials.
    • Reach out as necessary to stakeholders, general public, customers, and employees through multiple venues including face-to-face meetings, print and video media, group presentations, testimony.
    • Reduce expenses and/or increase revenues to maintain solvency and financial self-sufficiency.
    • Ensure that all required reporting, permitting, and response to inquiries, either directly or through subordinates, is completed in a timely fashion.
    • Decide what direction to take on legal matters such as employment issues, contract disputes, disposal/sale of assets, procurement matters and contractual relationships regarding operations at the Corporation.
    • Communicate effectively with the Board of Commissioners, providing timely, transparent, and accurate information for the Board to make informed decisions.
    • Ensure that employees, assets, and property are as safe and secure as feasible.
    • Hire and retain competent, qualified staff and ensure all personnel decisions are merit based. Provide leadership and direction to staff, and ensure the continued development and management of a professional, efficient, and motivated organization.
    • Execute all notes, agreements, and other instruments made and entered into on behalf of RIRRC, following Board approval, when required.
    • Ensure that all purchases are in compliance with governing statutes, rules, and policies providing the best quality product and services at the lowest price.
    • Be a role model for the Corporate Values of Excellence, Accountability, Customer Service, Integrity, Commitment, and Teamwork.

    Minimum Requirements

    • Operations experience of at least 10 years in the solid waste industry, including but not limited to waste collection, waste treatment and transportation, waste disposal regulations and monitoring, recycling or similar work experience acceptable to the Corporation.
    • Associate degree or higher in business, finance, operations management, public administration or in other fields of study acceptable to the Corporation and suitable work experience evidencing strong business and financial acumen.
    • Demonstrated executive and leadership presence.
    • Ability to think critically and analytically with strong reasoning skills.
    • Capacity to maintain composure.
    • Ability to collaborate and develop strong professional relationships with employees, vendors, legislators, and diverse constituencies.
    • Knowledge of current technology(ies).
    • Computer skills as required to fulfill job requirements.
    • Strong organizational abilities including planning, delegating, and personnel development.
    • Solid, hands-on financial management skills, including budget preparation, analysis, decision-making, and reporting.
    • Strong written and verbal communications skills and public speaking ability.

    Working Conditions

    • Usual working conditions for office with construction/plant-type environment for field operations.
