  • Position Summary Dispatchers are essential and critical members of American Ambulance. Dispatchers are responsible for monitoring the location of emergency services personnel as well as non-emergency ambulance personnel throughout their shift. They dispatch the appropriate type and number of units in response to calls for assistance as well as dispatching non-emergency, pre-scheduled transports.  Dispatchers often are the first contact the public has when they call for emergency assistance. Emergency Medical Dispatchers also may have to give pre-arrival instructions and dispatch life support instructions to callers over the phone before the arrival of emergency services.  Dispatchers may also be required to take non-emergency or routine phone calls which may include scheduling inter-facility transports, working with insurance companies, forwarding calls to various voicemails, interfacing with outside agencies, and working with various levels of management.  Resource management is a large aspect of the dispatcher’s daily duties. Multiple resources have to be managed simultaneously which includes ensuring calls are handled timely and efficiently and dealing with a rapidly changing pool of resources.  Due to the critical nature of the position, impeccable attendance and punctuality is a must.  Work Functions & Responsibilities Keeps records, logs, and schedules of the calls received, the resources monitored and controlled, and the actions taken. Posts details of each call electronically by computer. Receives all emergency medical calls from all areas within the City of Norwich.  Elicits the appropriate information from persons who are in a highly stressful and emotional state of mind.  Calms and reassures adults and children to effectively determine the nature of the situation and bring it to a resolution utilizing the Emergency Medical Dispatch protocols, which may include giving callers potentially life-saving instructions prior to the arrival of the emergency responders. Monitors several complex radio frequencies and operates a variety of communications equipment including radio consoles, telephones, and computer systems. Distinguishes and comprehends simultaneous communications from several sources and makes quick decisions within the parameters of the dispatch policies and procedures. Gives continuous updates on the patient’s condition to the ambulance personnel and often serves as a link between the medical staff in a hospital and the emergency medical technicians in the ambulance. The Dispatcher checks all of the paperwork to verify that there are no missing forms prior to the Supervisor taking it over. Additionally, the Dispatcher position fills in for the Scheduler position when needed including: Accepting, assessing, and directing non-emergency requests for service call. Deploying appropriate resources in a timely and efficient manner.  A variety of communications, record keeping, preparation and arrangement of vehicle dispatching.  Minimum Qualifications State of Connecticut Telecommunications Training, CPR Certification and EMD Certification required, and certifications/licenses must be maintained. (Can be obtained upon hire) Must have basic computer knowledge and skills.  Preferred Qualifications Prior dispatching, EMT or medical experience a plus. Flexible availability, as schedule includes first, second, and third shifts, as well as weekends and holidays.  Special Requirements Apart from the necessary classes and certifications, extensive on-the-job training is required in order to perform the job responsibilities correctly and efficiently. Excellent phone etiquette and customer service skills. Knowledge of medical terminology. Able to work in fast-paced environment and in close working conditions with periodic high noise and stress levels.  Must have excellent organizational skills, strong multi-tasking skills. Able to write and communicate in a clear, accurate and complete manner with proper grammar and spelling. Must pass the pre-employment screening process including drug screen. Must provide appropriate documentation from a certified medical provider that demonstrates the ability to fulfill the duties of the job description.  Must provide appropriate, legal documentation that authorizes the ability to work in the United States.  Knowledge-Skill-Abilities Required to Perform Satisfactorily A. Knowledge Knowledge of the geography of the City and surrounding area. Knowledge of department and division rules, regulations, policies and procedures. Knowledge of public safety, police, fire, EMS, and local government resource agencies policies and procedures and emergency operations plans. Knowledge of the operation of city and state agencies and the services they provide to the community. Knowledge of federal and state laws governing radio operations. Knowledge and understanding of human behavior. Knowledge of the operation and maintenance of communications equipment and computer equipment including a dispatch system. Knowledge of state and city codes. Knowledge of operational procedures and offense classifications. Knowledge of public safety communications instructions. Knowledge of NIMS and Emergency Management operating practices. B. Skills Skill in operating communications equipment including a Computer-Aided Dispatch (CAD) System. Skill in working with stressful and/or emergency situations. Skill in effective communications, both oral and written. Skill in reading maps and giving directions. Skill in active listening and asking appropriate questions. Skill in keyboarding to operate computer-based equipment.  C. Abilities Ability to plan, organize and supervise the work of others. Ability to speak clearly and distinctly. Ability to communicate effectively, both orally and in writing. Ability to adjust procedures to accommodate challenges or improve processes. Ability to make sound decisions, even under adverse conditions. Ability to interact with the public under adverse conditions. Ability to interpret and disseminate emergency directives and orders. Ability to function effectively under adverse working conditions. Ability to work rotating shifts and hours. Ability to manage conflict and develop solutions. Ability to perform tasks requiring incumbent to sit for extended periods throughout the workday. Ability to perform data entry or maintain handwritten records throughout the workday. Ability to hear at a conversational level. Ability to operate a computer and use city standard software applications. Ability to comprehend and follow oral and written instructions with minimal guidance from others. Ability to maintain an appropriate work pace, focus on routine tasks without distraction or compromising accuracy, and complete tasks within expected time frame. Ability to perform a variety of assigned tasks that may vary from day to day. Ability to perform tasks that require obtaining cooperation from co-workers or citizens to accomplish assigned tasks.  Physical Requirements:  Requires sedentary work that involves sitting for long periods of time, but may involve walking or standing for brief periods of time. Exerting up to 10 pounds of force on a regular and recurring basis.
