JOB TITLE: Fuel Distribution System Operator (FDSO)

Nonexempt - Union

PROJECT: NAS Jacksonville, Aircraft/Ground Fuel Services and Fuel Storage and Distribution

Applies petroleum-related technical knowledge to perform complex tasks associated with multiple fuel storage and distribution systems. The FDSOs shall perform receipt, issue, storage, spill cleanup, preventative maintenance scheduling, hazardous waste, and petroleum quality surveillance operations. The FDSO conducts daily, weekly, monthly operator inspections and performs minor operator maintenance on all assigned refueling equipment and fuel storage and hydrant distribution systems.

He/she shall be able to convert gauge and temperature readings to quantities of products and shall be able to perform quality assurance functions. He/she shall correlate pressures, temperatures, and quantities as read from various gauges and meters normally found at a fuel facility. Operators shall have a basic understanding of written description and instructions pertaining to facility operations, shall be able to implement cyclic maintenance programs and safety programs relating to all aspects of facility operation and shall have demonstrated expertise in spill cleanup procedures, prevention, and control measures, related equipment operation and maintenance. Operators shall have experience in inspecting trucks and other modes of conveyance and be capable of various types of petroleum sampling of storage tanks, trucks, fill stands, etc.

REQUISITE SKILLS:

• Licensed to operate mobile refueling vehicles and general-purpose vehicles.
• Familiar and experienced in DLA or commercial petroleum operations and concepts to include conventional aviation fuel servicing and hot refueling operational procedures.
• Knowledgeable of petroleum system inspection and maintenance practices and capable of identifying and mitigating potentially hazardous situations.
• Capable of participating in extensive operational and safety training associated with hazardous material and equipment handling.
• Working familiarity with Fuels Manager Fuels Control Center User Manual - Navy edition.
• Able to obtain and maintain base site access.
• Physically capable of performing all duties, including climbing on tank trucks to perform checks and visual inspections and lift up to 50 lbs.
• Must possess minimum three years of experience in either military or commercial industry petroleum operations.
• Minimum high school education or equivalent.
• Minimum of three years’ experience preferably in fuel terminal maintenance involving maintenance of automated systems and subsystems.
• Class A CDL HAZMAT & T/T Endorsements preferred.
• Must be able to obtain and maintain applicable accesses/clearances as required by DLA.
• Knowledgeable in fuel safety, environmental compliance directives, and the theory and nature of static electricity and dissipation measures.
• Ability to execute emergency shut down procedures within a minimal time frame

Requirements

TYPICAL DUTIES:

• Performs conventional aviation fuel receipts, storage, transfers, and aircraft servicing operations with mobile and static equipment/facilities.
• Maintains currency in established and prescribed environmental, safety, skill knowledge, training, and performance proficiency for all assigned fuels handling tasks.
• Performs both routine "cold" and "hot" refueling operations with prescribed and approved equipment and facilities.
• Performs operator inspection and maintenance of fuels equipment and facilities in compliance to pertinent technical orders and Performance Work Statement (PWS).
• Performs Fuel Manager Defense (FMD) Log Sheet entries related to fuel service requests.
