    STATEMENT OF DUTIES

    General Statement Of Duties:
    Manages the preparation, allocation and expenditure of the Colorado Judicial Department budget.

    Distinguishing Factors:
    This classification is distinguished from other classifications by supervising budget operations for the Colorado Judicial Department. This position receives supervision from the Director of Financial Services at the State Court Administrator's Office.

    ESSENTIAL FUNCTIONS

    Under the direction of the Chief Financial Officer, manages all aspects of the budget including; budget preparation, budget execution and fiscal notes.
    May also supervise purchasing and/or grants management.
    Responsible for developing and defending the annual operating budget for the Judicial Branch. This includes preparing and/or reviewing all decision items, budget schedules, budget amendments, strategic plan and performance measures.
    Serves as the primary contact on all budget issues with legislative and governor’s office staff.
    Develops methodologies and procedures for the preparation of the annual budget; implements and monitors budgetary policies and procedures for the Judicial Department.
    Assists courts and judicial agencies in budget preparation; verifies specific needs and recommends changes for adjustments; prepares budget data and budget justification information as required.
    Directs all budget management activities.
    This includes the development, review and approval of all staffing patterns and budget allocations; review of all expenditure and revenue monitoring; and identification, development and approval of all supplemental requests.
    Managing all year-end budget management.
    Provides budgetary assistance in the following areas: maintenance of grants, cost recoveries, requests for accommodation, hearing interpreters, and property management.
    Acts as liaison with field personnel involved in fiscal operations and with staff in the executive branch of government.
    Oversees the training of court and probation personnel in fiscal procedures and policies.
    Monitors, and tracks the fiscal impact of proposed legislative bills.
    Oversees the interaction with legislative staff and Joint Budget Committee/Fiscal Note Analysts to ensure that all budget issues are appropriately addressed.
    Supervises the work of Budget Analysts.
    May supervise purchasing and/or grants management. Responsible for recruitment, selection and termination of employees.

    Establishes expectations and provides employee performance feedback on an on-going and annual basis.

    Assists subordinates in establishing goals. Evaluates subordinates' goal achievement through conferences or informal meetings.


    ESSENTIAL FUNCTIONS CONT.

    Makes decisions regarding subordinate's employment probationary/trial period.

    Provides orientation and on-going training, mentoring and coaching to existing subordinates.

    Makes provisions for subordinates to attend outside training.

    May provide cross-training and interdepartmental training.

    Assigns duties and responsibilities to staff; develops and establishes procedures for operating and maintaining required administrative systems.

    Attends meetings and training as required.

    Performs other duties as assigned.


    Supervisor Responsibilities:
    Has supervisory accountability for other employees. Plans, directs and coordinates activities for a unit. Duties may include scheduling and assigning of work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others. Conducts performance appraisals, and provides input into and participates in discipline, dismissal, and hiring processes.

    MINIMUM QUALIFICATIONS

    Minimum Education:
    Graduation from an accredited college or university with a bachelor's degree in finance; accounting; business, judicial or public administration; or related field and five years of experience in budgeting or general finance analyst work.

    Physical Demands:
    While performing the duties of this job, the employee is regularly required to walk. The employee frequently is required to stand; sit; reach with hands and arms; and perform repetitive motions with wrists, hands, and fingers; stoop, kneel, crouch, or crawl; and talk or hear. The employee must frequently lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, color vision, and ability to adjust focus.

    Work Environment:
    Frequently handles emergency or crisis situations; frequently subject to interruptions, and multiple calls and inquiries. The noise level in the work environment is usually quiet.
