Document Control Manager oversees document and record control operations, policies, and procedures for the secure management and access of company information assets. Establishes security protocols for the access, storage, backup, maintenance, reproduction, protection, and disposition of all documents. Being a Document Control Manager evaluates media formats and recommends storage requirements to protect and secure records/information. Develops and manages access and control procedures to comply with requirements for varying levels of security classifications specified by the governing authority. Additionally, Document Control Manager maintains auditing, monitoring, and change control systems to ensure document integrity, quality, and version control. Typically requires a bachelor's degree. May require security clearance. Typically reports to a director. The Document Control Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Document Control Manager typically requires 5 years experience in the related area as an individual contributor. 1-3 years supervisory experience may be required.     ABOUT THE JOB

    Tepa is looking for a Quality Control Manager to join our team. You will be responsible for planning and directing the development, application, and maintenance of quality standards for processes, materials, and products.

    Job Responsibilities include:
    • Updates and maintains the project submittal log and all other project specific quality control reporting utilizing Construction Contractor Module of RMS, referred to as QCS, to record, maintain, and submit various information throughout the contract period.
    • Reviews shop drawings and submittals for conformance with project specifications by direct review and by leveraging the knowledge and experience of others in the project team when necessary.
    • Provides written daily QC reports that reinforce work activities are being constructed in conformance with each specific project's established standard and constructively confront non-conformance to produce the requirements that comply with the contract.
    • Conducts preparatory, initial, and follow-up meetings to establish an understanding of the standards of care desired for each definable feature of work. Verify that plans, procedures, and the proper document checklists are being used and signed off prior to the definable features of work as described in the submittal register.
    • Verifies and documents that all materials received for the project are in conformance with the approved submittal, are handled and stored appropriately and are acceptable for use in the project.
    • Conducts the required meetings with the USACE, superintendent, and the foreman responsible for the definable work prior to the start of each new phase of the work. Document these meetings in the daily QC report.
    • Performs specified or required tests to verify that control measures are adequate to provide a product which conforms to contract requirements.
    • Schedules, documents the results of, and maintains a log of all inspections that are required to conform to the project contract requirements. Clearly document, correct and re-inspect all non-conformances prior to covering up work.
    • Works with the project superintendent and maintain the project "as-built" drawings on a daily basis.
    • Assembles and forwards project closeout documents.
    • Stops work if necessary to resolve matters that affect safety, quality and/or inhibit the logical progress of work

    WHAT WE’RE LOOKING FOR

    • Bachelor’s degree in engineering, architecture, or construction management.
    • Proven experience establishing and maintaining effective quality control systems in compliance with contract requirements on USACE and other federal projects including field experience providing oversight on construction site work activities.
    • Experience using Army RMS/QCS system
    • Working knowledge of road construction, building and construction materials, methods, terminology, phases, documentation, and the tools involved in the construction, repair, or remodeling of structures and sites to assist in quality control management system implementation on a project site.
    • Strong knowledge of project plans, specifications, shop drawings, samples, and testing to assist in quality control management.
    • Good understanding of administrative and management principles involved in project planning, resource allocation, leadership technique, production methods, and coordination of people and resources to assist in quality control management.
    • Proficient with computer software used in the construction industry.
    • Ability to utilize current programs, as well as the ability to create and administer new QC programs.
    • Ability to manage time efficiently.
    • Must possess ability to communicate in a professional manner both verbally and in writing.
    • Current credentials showing the completion of the course “Construction Quality Management for Contractors” offered by USACE.
    • OSHA 30-hour Construction Safety & Health training within the last 5 years.
    • First aid/CPR certification
