    BASIC PURPOSE

    Positions in this job family are assigned responsibilities involving counseling and other services for individuals receiving treatment for problems related to alcohol/drug abuse.

     

    TYPICAL FUNCTIONS

    The functions within this job family will vary by level, but may include the following:

    • Maintains clinical record documentation and services in compliance with accreditation standards.

    • Conducts professional screenings, assessments, and intake referrals with clients including, but not limited to, the diagnosed client and family.

    • Provides effective individual, group and family case management in the area of addiction services, psychological services and educational groups with substance abuse clients and family.

    • Utilize clinical supervisor to maintain positive work relations as a part of a multidisciplinary team.

     

    KNOWLEDGE, SKILLS, & ABILITIES

    Level I    
    Knowledge of the dynamics of alcohol/drug related problems and their impact upon patients and their families; of the social factors involved in substance abuse; of the principles and techniques of rehabilitation counseling and their application to individuals possessing chemical dependencies; of community resources available to persons with alcohol/drug related problems; of the physiological and psychological effects of chemical dependency; and of general social, economic and health problems.  Ability is required to interview and counsel; to establish and maintain effective working relationships with others; to interact with chemically dependent persons; to communicate effectively with others, both orally and in writing; and to speak before large groups.

    Level II   
    Those identified at Level I plus the ability to treat the chemically dependent using group and individual therapy and to evaluate new treatment methods.

    Level III   
    Those identified at Level II plus the knowledge of up-to-date theories, principles and techniques of addiction, mental health counseling and managed behavioral health care.  Ability is required to conduct screening, assessment, treatment planning and intervention.

     

    LEVEL DESCRIPTORS

    The Alcohol and Drug Counselor job family consists of four levels which are distinguished by the complexity of the duties assigned, the depth and breadth of accountability, and the responsibility assigned for the supervision of others. 

    Level III   
    This is the specialist level where incumbents perform advanced level duties in Alcohol and Drug Counseling Services, which may include serving as a lead worker or team leader for other counselors on a limited basis.

     

    MINIMUM QUALIFICATIONS

    Level I  
    Education and Experience requirements at this level consist of the completion of two courses in psychology, social work, chemical dependency or substance abuse at the college level and two years of experience in counseling alcohol/drug abuse patients or clients in a recognized alcohol/drug treatment, rehabilitation or counseling program; or an equivalent combination of education and experience, substituting the completion of two additional college level courses in psychology, social work, chemical dependency or substance abuse for a maximum of one year of qualifying experience.

    Level II  
    Education and Experience requirements at this level consist of those identified in Level I plus one additional year of experience in counseling alcohol/drug abuse patients in a recognized alcohol/drug treatment, rehabilitation or counseling program.

    Level III  
    Education and Experience requirements at this level consist of those at Level II and one additional year of experience in providing alcohol and drug counseling services within an accredited substance abuse treatment program.

    Level IV  
    Education and Experience requirements at this level consist of those at Level III and one year in the management, supervision, or coordination of a recognized alcoholism treatment, rehabilitation, or counseling program.

     

    Special Requirements

    Applicants must be willing and able to perform all job-related travel normally associated with this position, possess a valid Oklahoma driver’s license at time of appointment and be willing to be on-call twenty-four hours a day, seven days a week. The Office of Juvenile Affairs has determined that some positions in this job family are safety sensitive as defined by 63 O.S. § 427.8.

    Must be able to pass background check and drug screening.

    A trial period of 12 months will be required.

     

    Positions within the Oklahoma Department of Mental Health and Substance Abuse Services shall have a current certification as a Certified Alcohol and Drug Counselor (CADC) or be working toward CADC certification on all levels.

    Upon appointment, incumbents designated by the Oklahoma Department of Mental Health and Substance Abuse Services shall complete certification in one of the following required Departmental sponsored training in case management:  Certified Behavioral Health Case Manager – Adult; Certified Behavioral Health Case Manager – Child, Adolescent and Family; or Certified Behavioral Health Case Manager – Dual Certification.
