EEO Manager manages the administration of programs that promote employee and vendor diversity. Designs and implements procedures to ensure compliance with internal polices and external diversity regulations. Being a EEO Manager oversees initiatives to foster knowledge and adoption of diversity and inclusion topics and best practices, and to ensure the organization employs strategies to attract, develop, and retain members of underrepresented groups. Uses statistics, metrics, and reports to assess the progress and effectiveness of diversity initiatives. Additionally, EEO Manager may be responsible for managing diversity training. Requires a bachelor's degree or equivalent. Typically reports to a director. The EEO Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a EEO Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     The Title IX/EEO Coordinator leads and directs all College activities in response to Title IX, EEO and other complaints alleging violation of College Policy 4113 – Discrimination, Harassment and Title IX Compliance. The Title IX/EEO Coordinator is responsible for overseeing the investigation and resolution of complaints, developing and conducting training designed to educate and support faculty, staff, and students regarding their rights and responsibilities under Title IX, and serving as a resource for campus on matters related to all forms of discrimination, including sexual misconduct. This position also serves as the Public Records Officer for the College and is responsible for ensuring compliance with the Washington State Public Records Act (PRA) and other laws governing access to public records.
     
    Essential Duties
    • Coordinate/implement policies and procedures required for College compliance with public records requests, and federal/state civil rights laws and regulations for students, employees, and the public including but not limited to sexual harassment and discrimination prevention.
    • Manage the Title IX and EEO investigation and resolution process in compliance with Policy 4113, ensuring the implementation of any resulting corrective measures through coordination with appropriate supervisors or departments.
    • Maintain investigation and outcome determination files in both hardcopy and electronic formats as appropriate. Track data related to trends in complaints received for review with ET.
    • Conduct intake interviews for Policy 4113 complaints, assign Deputy Coordinator investigations, and serve as the point person for official communication once a determination has been made.
    • Ensure the investigation process for any complaint received complies with staff or faculty collective bargaining agreements where applicable.
    • Ensure a roster of trained and Title IX Investigator certified Deputy Coordinators is maintained.
    • Coordinate the enrollment, and follow-up with areas/supervisors to ensure the annual completion of employee training modules for Title IX and anti-discrimination efforts.
    • Support efforts for campus understanding/awareness of identity, bias, and discrimination.
    • Collaborate with Executive Team members to support the College bias incident protocols/processes to address hate crimes and incidents, conduct, behavioral concerns, employee relations, and Title IX developments.
    • Develop/deliver campus training regarding Title IX and discrimination prevention best practices.
    • Coordinate the distribution and posting of information (both print and online) for public records request and the Title IX/EEO complaint process and available resources. 
    • Maintain the Title IX/EEO and public records request websites.
    • Stay current with developing legislation or regulatory issues that impact higher education by participation in professional communities, attending conferences and membership/participation in local, regional or national associations for Title IX.
    • Advise College leadership on public records requests, equal opportunity and Title IX issues and information in collaboration with HR and legal guidance.
    • Develop a plan for services, campus education, and assessment of public records requirements, anti-discrimination and Title IX efforts that includes ongoing communication.
    • Represent Title IX and discrimination-prevention efforts within the College and the community, other professional organizations as well as with state commissions and other agencies.
    • Lead, work with and serve on committees and councils as appropriate.
    • Keep current with laws, regulations and technology that may affect position or assignments.
    • Perform other duties as assigned (of a similar nature or level).
    Required Education & Experience: 
    • Bachelor’s degree from an accredited institution
    • Experience investigating complaints within contractual/legal requirements. 
     
    Knowledge Of: 
    • Title VI of the Civil Rights Act of 1964; Title IX of the Educational Amendments of 1972; Section 504 and 508 of the Rehabilitation Act of 1973; Title VII of the Civil Rights Act of 1964; the Age Discrimination Act of 1975; the Violence Against Women Reauthorization Act; Washington State’s Law Against Discrimination, Chapter 49.60 RCW; and Washington Public Records, Chapter 42.56 RCW. 
    • MS Office including Excel, Word, Outlook and electronic information management systems. 
    • Techniques for effective presentations and communication in a multicultural environment.

    • Using discretion/good judgment to maintain con?dentiality at all times.
    • Providing leadership, guidance and motivation to deputy coordinators and colleagues.

    • Appropriately interpreting laws, regulations, etc. related to College Policy 4113 and 3812.
    • Preparing clear and concise written materials.
    • Handling difficult and sensitive situations, using sound independent judgment within policy and legal guidelines.
    • Effectively communicating (orally and listening) with individuals at all levels inside and/or outside of the College.
    Physical Work Environment:
    The College is currently providing services in a mixed modality of operations (both online and in-person services are offered). Administrators are assigned to work on campus, noting there may be some opportunities to work remotely based on program or area needs. If authorized for limited remote work, employees will need to provide their own workspace and internet access, noting the College will provide technical equipment and support for online work needs. When working on-campus, this position will perform work in a standard office setting, use standard office equipment and physically attend meetings both on and off campus, using the ability to communicate in person or through appropriate means. This position also works weekends and evenings when appropriate or needed is required. 
     
    Terms Of Employment/Salary: 
    This is a full-time administrative/exempt annually contracted position with initial salary placement determined by the College dependent upon education/experience. Hiring of this position is contingent upon available funding as determined by the College President.
