Electronic Monitoring and Communication Outreach Coordinator

    Establishes record and places electronic monitoring device on juvenile offenders; maintains related data monitoring system; develops and maintains community relationships to provide opportunities for juveniles, probation officers; performs related work as required.


    Primary Function

    This is an entry-level job that prepares an electronic file for high risk juvenile offenders, places a monitoring device on the young person, inputs and monitors levels and conditions in the center data base, communicates regularly with probation officers regarding verified violations, maintains the electronic record, maintains contact with families, and closes the file when the monitoring device is removed. In addition, this job requires establishing and maintaining collaborative relationship with non-profit and other community organizations, juvenile probation officers, youth and families to offer skill development and community protection opportunities.


    An Electronic Monitoring & Community Integration Coordinator requires effective communication skills, knowledge of GPS equipment and systems, records system and data base management, interpersonal skills, accurate report preparation, and basic skills in Excel, Microsoft and Outlook.


    The work is performed under the supervision of Juvenile Justice Department Director. The principal duties of this class are performed in a general office environment and some transportation of juveniles which requires a Valid Idaho Driver's license.


    Essential Duties and Responsibilities (will vary by assignment)

    Electronic Monitoring:

    • Assign an electronic monitoring device to a referred client and properly place the electronic monitoring equipment on the juvenile;
    • Input client data, schedule and monitor levels/conditions in the monitoring center database;
    • Review the electronic monitor conditions with the youth and parents;
    • Explain to youth and parents how to properly charge and care for the electronic monitoring equipment;
    • Input required information into the department's electronic monitor hardcopy tracking record;
    • Monitor at least twice daily the activities and compliance with the electronic monitoring program;
    • Receive and verify immediate notification from the electronic monitoring company of any violations;
    • Communicate with probation officers verified violations;
    • Log in IJOS any communication with the parents, youth or probation officer;
    • Remove electronic monitor device from the youth when so directed;
    • Close the case in the monitoring center's database;
    • Record termination date in the department's electronic monitor tracking record;
    • Clean and properly store the electronic monitor device for future use;
    • Make calls periodically to families who have a youth on home detention without an electronic monitor to verity compliance with the home detention contract.

    Community Integration Duties:

    • Establish and maintain collaborative relationships with non-profit and other community organizations to provide opportunities to engage community in enhancing accountability, skill development, and community protection opportunities;
    • Develop and disseminate a calendar of community service projects to juvenile probation officers;
    • Develop and maintain a project sign-up list;
    • Develop notification documents that inform the youth and parents of the date, time and meeting place for the scheduled community service project, as well as other relevant information such as proper dress and footwear for the project;
    • Facilitate a restorative circle with youth prior to beginning work on each project;
    • Transport youth to and from the project, and supervise their work at the project site by working along side you and demonstrating proper skills and work ethic;
    • Record the number of hours each youth completes at the project and provide the record to the Management Assistant and probation officer;
    • Develop and maintain a community resource list of non-profit organizations, clubs, and groups that youth can participate in on a regular basis;
    • Establish effective relationships with community agencies and organizations and assist the youth and families with the integration of youth into pro-social relationships and activities;
    • Maintain data on each youth integrated into a pro-social activity, club, or organization;
    • Prepare monthly, quarterly and annual reports regarding output and outcome measures associated with the various job duties (e.g., number of youth placed on the electronic monitor during the month; number of youth successfully completing the electronic monitoring requirements; number of youth participating in community servic3e projects; total number of hours completed by youth in the month; etc.);
    • Perform other duties related to educating community stakeholders on juvenile justice matters;
    • Work with community stakeholders to support and promote events that are sponsored by stakeholders.

    General requirements:

    • Provide data entry services, faxing, typing, and filing in support of department functions;
    • Maintain, update, and purge closed files;
    • Process record check requests and conduct necessary research to solve issues;
    • Perform all work duties and activities in accordance with County policies, procedures, and safety practices.

    Other Duties and Responsibilities:

    • Drug test youth as needed;
    • Answer phones and direct calls as required;
    • Assist with data entry for other department programs as needed;
    • Performs related duties as required.

    Competency Requirements

    Knowledge of:

    • Data entry and data management;
    • GIS equipment and troubleshooting;

    • Operate standard office equipment, including a personal computer using program applications appropriate to assigned duties;
    • Communicate effectively both orally and in writing;
    • Perform multiple tasks simultaneously, including handling interruptions, and return to and complete tasks in a timely manner;
    • Perform time management and scheduling functions, meet deadlines, and set project priorities;
    • Use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions.

    Acceptable Experience and Training

    • High school diploma or GED equivalency;
    • Experience or classes in the social service field and/or community organization work is preferred;
    • Valid Idaho Driver's License; or
    • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
