Emergency Dispatcher is responsible for responding to calls for emergency and non-emergency assistance and dispatching law enforcement, fire fighting, or rescue units. Transmits and receives coded and conventional messages. Being an Emergency Dispatcher differentiates between routine, priority, and emergency messages, and initiates or follows through on responses as required. Communicates details of situation and location. Additionally, Emergency Dispatcher enters unit response details into a database. Requires a high school diploma. Typically reports to a supervisor. The Emergency Dispatcher works independently within established procedures associated with the specific job function. Has gained proficiency in multiple competencies relevant to the job.   • Job Summary

    This is a clerical position in the Harbormaster’s Office. This position requires that the employee gather information from various sources and enter it into a computerized system. This employee has extensive contact with the public to include steamship agents, stevedores, officers of governmental agencies, and other BND employees. This employee must be able to work well with others. There is a high degree of mental and visual attention necessary in the performance of this job. Shifts are scheduled on a 24-hour basis. Day and night shifts are a possibility.

    Job Responsibilities

    • Uses computer to input and output data.
    • Processes berthing reports spotting orders and cargo information received by the Harbormaster’s Office.
    • Maintains continuous radio monitoring of ship-to-shore and BND’s internal communications.
    • Maintains telephone communications.
    • Maintains the Harbormaster operations and security log.
    • Maintains vessel traffic, logistics board.
    • Utilizes security system to observe port and waterway operations.
    • Communication skills, including the ability to write legibly in English.
    • Ability to proficiently use Microsoft Office Word, Excel, and Outlook as well as various computer programs.
    • Ability to type at a reasonable rate of speed with accuracy.
    • Ability to multitask and prioritize
    • Ability to deal courteously with the public and with employees.
    • Ability to exercise good judgment in the making of minor decisions in accordance with rules, policies, and procedures.
    • Ability to self-direct work efforts.
    • Ability to collect and organize data from various and written instructions.
    • Basic arithmetic and report composition skills.

    Minimum Qualifications

    • High school diploma or GED equivalent.
    • Three to five years of clerical experience or/and any equivalent combination of acceptable training and experience.
    • Knowledge of rules, regulations, and policies of Port of Brownsville. Possess a general understanding and familiarity with Port, city, state, and federal laws.
    • Ability to understand and follow oral and written direction.
    • Ability to maintain effective working relationships with other employees and the general public.
    • Excellent and effective oral and written communication skills.

    Preferred Qualifications

    • Bilingual (English / Spanish).

    Work Conditions & Physical Demands

    • The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
    • Work involves shift work in an office that is open 24 hours a day, seven days a week, including holidays.
    • Work involves nearly continuous use of a computer.
    • Work requires long periods of sitting (up to 2 continuous hours and up to 8 hours in a day).
    • In emergency situations, work may require the ability to maintain flexible schedules, including overtime or double shifts.

    Additional Requirements (Some requirements in accordance with House Bill 1851)

    • Valid Texas Motor Vehicle Operator’s License.
    • Must possess, or be able to obtain, a valid Transportation Worker Identification Credential (TWIC).
    • Selected candidate must pass a pre-employment drug screening and background investigation and pass a psych evaluation/test to be hired for this position.
    • Must be a U.S. Citizen
