    Cal OES is recruiting for a Senior Emergency Services Coordinator for the Southern Region. Applicants only need to submit one application package to be considered for this position.

    Cal OES has advertised in San Luis Obispo County (JC 452190) and Ventura County (JC 452195) and Santa Barbara County (JC 452193). The position will be based out of an office in one of these three counites depending on the candidate's residency.

    Under general direction, the Senior Emergency Services Coordinators (SESCs) in Regional Operations Southern are the first line of collaboration, communication, and coordination between local emergency managers and the state, as well as the lead position for Emergency Services Coordinators within the region. SESCs may be assigned to an Operational Area (OA) and/or to project areas where they will provide technical expertise on emergency management, response, mitigation, recovery, and other functions of Cal OES while representing the state. They may also assigned a larger geographic region consisting of multiple OAs, or more advanced or critical project areas, where they provide guidance, training, and mentorship to ESCs and are a key asset in higher-level emergency operations procedures. They will possess an advanced understanding of local, state, and federal regulations and requirements in relation to declared emergencies and recovery programs to provide guidance to their assigned area and accurately convey critical information vital to saving lives, property, and the environment.

    During non-emergencies, the SESC will focus on planning, prevention, training, response exercises, and various projects that enhance preparedness for the region and partner agencies. During emergencies, the SESC will respond to provide coordination between an Operational Area and the Region and/or State Operations Center within the Standardized Emergency Management System (SEMS).

    DMV Pull ProgramParticipation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL). You must answer the questions addressing your DL on your application.     The Response Directorate leads the State’s incident response efforts and maintains emergency management situational awareness during an incident. Responding to a disaster means addressing the short-term, direct effects of an incident or threat. Response includes immediate actions to save lives, protect property, and meet basic human needs.

    The Cal OES Response Directorate addresses all types of threats and hazards, ranging from accidents, technological hazards, natural disasters, human-caused incidents, pre-planned events, proactive preparedness measures, and mutual aid coordination.

    The Response Directorate reinforces local responses to incident areas by coordinating state-level government, private sector, and nongovernmental roles in support of local governments and other entities. Responses are conducted in accordance with the Standardized Emergency Management System (SEMS).

    In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

    • Knowledge of state government functions, public sector management principles, control agencies, the state budget cycle, and the legislative process.
    • The Senior Emergency Services Coordinator (SESC) must perform the duties of the position with a great deal of independence, while taking the initiative to identify potential problems and consult with high-level officials and upper management on confidential and sensitive issues.
