    The Emergency Services Coordinator is a Part-Time role and will average approximately 20 hours per week.

    DESCRIPTION:
    Under general direction plans, organizes and coordinates citywide emergency management efforts through the maintenance of the City’s Emergency Plan; emergency response training; liaison with local, county, state and federal emergency management agencies; representing the City at various emergency planning meetings; designing, developing and delivering public education and training programs; and coordinating the Community Emergency Response Team volunteer program.

    CLASS CHARACTERISTICS:
    This is an advanced journey level position. The incumbent possesses a significant level of specialized technical expertise, abilities, skills and experience; and exercises considerable judgment in developing approaches and techniques. Logical thinking is required both in interpreting established policies and in applying concepts, plans and strategies. Assigned duties involve working closely with other jurisdictions, agencies, utility companies and the general public.

    This position is At-will and Exempt under FLSA standards.
    Essential job functions may include, but are not limited to, the following: (Management reserves the right to add, modify, change or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.)

    • Develops, implements, coordinates and maintains a comprehensive citywide emergency management program, including; preparation and maintenance of the City’s Emergency Plan and the coordination and training of the City’s Emergency Organization.
    • Organizes, equips, maintains and reviews the effectiveness of the City’s Emergency Operations Center (EOC), while keeping it available for immediate activation, by operating and testing EOC equipment and systems, developing and reviewing activation and operation procedures, and stockpiling appropriate supplies.
    • Coordinates the disaster cost recovery efforts during proclaimed emergencies; coordinates with the State Office of Emergency Services (Cal OES) and Federal Emergency Management Agency (FEMA) representatives; prepares and submits required documents.
    • Serve as City representative and liaison to area coordinating groups composed of emergency managers and coordinators from other Orange County cities, agencies, and organizations; coordinate disaster and emergency planning and training as part of the Orange County Operational Area.
    • Develop and coordinate public information, education, and related programs essential to facilitate basic self-protection of persons and the community; prepares routine brochures, and other informational materials.
    • Administers the City’s Community Emergency Response Team (CERT) program and coordinates volunteer activities.
    • Coordinates disaster response drills and exercises in accordance with state and federal requirements.
    • Seeks out grant opportunities and prepares grant applications; manages contracts; and assists in creating sustainability strategies for existing grant-funded programs.
    • Researches, analyzes and develops recommendations regarding emergency preparedness programs and procedures, pending legislation, and policies; prepares and presents written and oral reports.
    • Work in collaboration with the Fire Department, Orange County Sherrif, and the Human Resources & Risk Management Department.
    • Is available to respond at any time (24 hours/day, 7 days/week) to an emergency situation impacting the City.
    KNOWLEDGE OF:
    • Principles of municipal emergency service program planning and development, policies, operations, services and activities.
    • Functions, procedures and practices of emergency center operations and emergency communications.
    • Pertinent Federal, State and local laws, codes and regulations
    • Curriculum development, effective instructional delivery strategies, and the development of instructional materials.
    • Causes and effects of natural and human caused disasters, emergency response command, public communications systems.
    • English usage, spelling, grammar and punctuation.
    • Principles and practices of municipal government budget preparation and administration.  
    • Safe work and driving principles and practices.

    ABILITY TO:
    • Coordinate and direct emergency service programs suited to the community.
    • Develop and implement emergency planning guidelines and procedures
    • Prepare written reports and deliver presentations pertaining to various aspects of the emergency services program.
    • Use standard computer software such as Microsoft Word, Excel, Access, PowerPoint; and desktop publishing software such as CorelDraw.
    • Use or learn audio/video software for control of EOC functions, EOC incident tracking system, automated dialing software for alert and warning of community.
    • Calculate percentages, fractions and decimals; ability to interpret basic descriptive statistical reports.
    • Exercise judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or multiple programs.
    • Develop, conduct and facilitate training programs and meetings.
    • Communicate clearly and concisely, both orally and in writing.
    • Understand and carry out oral and written instructions.
    • Provide courteous and responsive communications with the public.
    • Operate a motor vehicle safely.

    EDUCATION AND EXPERIENCE:
    The following combination of education and experience is most typically likely to provide the requisite knowledge, skills and abilities:
    • Bachelor’s degree from an accredited college or university in emergency management, public administration, or closely related field.
    • Two years of experience working in the emergency preparedness field.

    LICENSE OR CERTIFICATES:
    • Possession of or ability to obtain a valid California driver’s license.
    PHYSICAL REQUIREMENTS:
    The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Position requires the ability to perform light to moderate lifting and carrying; frequent sitting, walking and standing. Hand use and finger dexterity needed to use computer keyboard and operate standard office equipment; occasional pushing, pulling, grasping, reaching and use of hand and foot controls for driving. The position requires acute vision and hearing, in addition to a normal sense of smell, in order to detect the possible presence of waste or hazardous materials. Good hearing is also required when communicating on the telephone or in person.

    WORK ENVIRONMENT:
    The work environment described herein is representative of those an employee encounters while performing the essential function of this job. Primarily field environment, travel from site to site; may be exposed to occasional disagreeable elements such as noise, dust, fumes, vibration, potentially hazardous materials, uneven surfaces, vehicle & moving equipment traffic. Employees’ work in office environment may include moderate noise levels, controlled temperature conditions, noise, dust, and potentially hazardous materials.

    Note: All employees of the City of Dana Point are designated by both State law and City ordinance to be “Disaster Service Workers.” In the event of a declared emergency or an undeclared emergency or natural disaster that threatens the life, health and/or safety of the public, employees may be assigned to assist rescue and relief workers. Such assignments may be in locations, during hours and performing work significantly different from the employees’ normal work assignments and may continue through the recovery phase of the emergency.
