Employee Communications Director manages the development and implementation of all internal communication programs within an organization. Oversees the design and implementation of communication programs to support and reinforce organizational objectives and comply with regulations. Being an Employee Communications Director manages project deliverables and timelines. Ensures consistent messaging themes and effective content selections. Additionally, Employee Communications Director manages the collaboration with public relations or corporate communications teams to produce clear and consistent communications. Assists in evaluating and selecting vendors to provide support services. Requires a bachelor's degree. Typically reports to a director. The Employee Communications Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be an Employee Communications Director typically requires 3+ years of managerial experience.   • GENERAL STATEMENT OF DUTIES:
    Performs responsible professional work in planning, organizing and coordinating the public relations activities of the City; performs related work as required.

     DISTINGUISHING CHARACATERISTICS OF THE CLASS:
    This is highly responsible professional work organizing and conducting communications and public relations functions for the City and reports to the Communications Director. The Communications Officer has primary responsibility for assisting and participating in the development and coordination of all communications and public relations functions for informing the public about the programs, services and events of the City. The work of the Communications Officer is performed through periodic conferences and reports for the achievement of desired results.
    • Serves as the member of the team responsible for the following functions:
    • Coordinates all communications and public relations functions for informing the public about the activities and services of the City;
    • Coordinates and may conduct press conferences, press releases, public service announcements and other related media for dissemination of news and information to the public;
    • Maintains effective working relationships with representatives of the media, newspapers, radio television and other publications;
    • Responds to emergency situations where information coordination is vital and establish and maintains on-site liaison with media representatives;
    • Works with the communications team in planning public information policies;
    • Prepares and make presentations to civic, governmental groups and other interested organizations;
    • Provides support to departments in planning promotional activities;
    • Responsible for organization and production of the City’s Newsletter, Web Site, Cable television channel, the Automated Citizen Information System, other City related programming and community outreach programs.

    ADDITIONAL EXAMPLES OF WORK PERFORMED:
    • Assists mayor-council with special event planning and execution (i.e. create/update flyers, signage, write run of show/event schedule, assists with program development)
    • Assists with citywide event planning/execution (i.e. Halloween, Easter Egg Hunt, Thanksgiving Day Parade);
    • Assists with research and publicity campaign development for events;
    • Assists with identifying media personalities to participate in events;
    • Event attendance and support;
    • Visual communications scheduler (i.e. photography, videography);
    • Back-up event photographer;
    • Back-up social media postings;
    • Newsclips (research, ‘clip’, record news related to the City, email newsclips as needed);
    • Review the content development of mayor-council newsletters;
    • Small-scale video production (i.e. SM);
    • Small scale TV productions (i.e. NoMi TV);
    • Emergency management (assist with creating SM postings).
    Bachelor’s Degree in Journalism, Communications, Public Administration or a related field, plus three (3) years of experience in Public Relations or Journalism.

    An equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
     
    ADDITIONAL REQUIREMENTS:
     
    A valid Florida Driver’s License.
    • Thorough knowledge of publicity methods and practices and the techniques of composing and editing articles, news releases and other publicity materials;
    • Thorough knowledge of press and media broadcast requirements;
    • Good knowledge of policies governing local government;
    • Ability to establish and maintain effective working relationships with employees, officials, agencies, the public and the media;
    • Ability to work flexible schedule, including nights and weekends;
    • Ability to express ideas clearly and concisely, both orally and in writing to groups and individuals;
    • Ability to conduct effective public presentations;
    • Strong social media skills;
    • Must have excellent verbal/written communication skills in English; proficiency in Haitian Creole and Spanish are encouraged;
    • Experience with graphics and publication programs;
    • Proficiency in personal computer applications and desktop publishing (such as Microsoft Office, PowerPoint, Publisher, Excel, Adobe InDesign and Photoshop).
