    Position Purpose
    The Assistant Director for Energy Transition has primary responsibility for the planning, execution, and overall management of capital projects related to modernizing Dartmouth's energy infrastructure and reducing its carbon footprint. The program includes the design and construction of new geo-exchange bore fields, new heat pump plants, new hot water and chilled water distribution networks along with the associated conversion of building heating systems from steam to hot water. The Assistant Director plays a lead role in coordinating the various stakeholders, including senior leadership, finance, engineering, sustainability, communications, and operations, to develop a program that meets Dartmouth's sustainability goals balanced against the institution's sequencing and financial constraints. The Assistant Director will be responsible for the schedule and financial projections of the program's design and construction elements. Working with Campus Planning and other stakeholders, the Assistant Director will also oversee plans for any required swing space. The annual budget for this new program will vary from year to year over the next 10 years and could be as high as $100 million per year.

    The position is responsible for ensuring the successful delivery of capital projects assigned to project managers and/or external project management firms, including planning, estimating, budget control, permitting, construction, scheduling, reporting and problem solving.

    Dartmouth's Campus Services Division is responsible for planning, design, construction and operation of Dartmouth's buildings, campus landscape and infrastructure. Dartmouth's facilities include over 5 million square feet of space in 165 buildings. These facilities serve over 5,600 students and 5,000 faculty and staff in a variety of academic, research, administrative, athletic, and residential spaces.

    • Ten years of direct experience in planning, design and management of major capital construction projects, including LEED certified buildings.
    • Bachelor's degree in a technical field (engineering or architecture) or related to construction or project management or the equivalent.
    • Excellent communication skills.
    • Experience building effective capital programs.
    • Ability to work with diverse and at times opposing constituencies.
    • Documented success in meeting budget and schedule targets.

    Preferred Qualifications
    • Familiarity with high performance building, landscape design, construction and standards.
    • Knowledge of utility systems, current energy efficient building systems, and energy conservation best practices.
    • Conceptual thinker who is attentive to details.
    • Familiarity with Town, State, and Federal codes and ordinances.
    • Knowledge of OSHA construction safety standards and regulations.
    • Ability to develop and maintain project budgets, cash flow projections and schedules.
    • Skills in interpreting architectural and construction contracts.

    Description
    Project Leadership and Coordination

    • Partners with key institutional leaders (e.g., Executive Vice President, Vice President of Campus Services, CFO, Director of Sustainability) to define and prioritize the energy transition program based on goals set by the President.
    • Partners with Campus Services leaders (e.g., AVP of Facilities Operations and Management, Chief Operating Officer for Campus Services, Senior Director of Project Management, Director of Campus Planning, Director of Engineering, etc.) to develop project sequencing, guide the ongoing updating of financial models, and determines ideal delivery models.
    • Serves as a subject matter expert for senior leadership and external meetings with the ability to clearly communicate the program's goals and plans to meet the goals.
    • Keeps stakeholders well-informed of program status through regular team meetings and presentation of capital project reports. Takes leadership role to resolve areas of disagreement between project stakeholders. Collaborates and coordinates activities with the Directors and Managers within Campus Services including project scope, impact on operations, and technical specifications.
    • Evaluates and tracks performance parameters. Supports reporting to administrative, faculty and trustee committees on status of infrastructure modernization program and any and all prospective and active facilities design and construction projects. Maintains master program schedule to inform coordination efforts with other work and swing space planning.

    Program Management

    • Establishes estimating and cost control procedures to ensure efficient utilization of institutional funds.
    • Works with considerable latitude and independence under the general guidance of the Senior Director of Project Management. Takes initiative in anticipating issues and problems that will confront the College.
    • Prepares requests for proposals to procure consultants/contractors to support the work including project management firms. Evaluates proposals with others in Campus Services to award the work.
    • Together with the Associate General Counsel for Facilities and other Campus Services constituents, coordinates submissions to Jurisdictional Authorities for permitting, and ensures compliance with appropriate regulations.
    • Responsible for project quality control and cost control. Provides budget updates, reviews proposed change orders and discusses project issues with the Director as needed. Coordinates the value engineering process.
    • Establishes relationships with key building/facility personnel and campus stakeholders to understand the impact of planned construction and to create campus-wide mitigation strategies.

    • Guides and gives technical and managerial assistance to subordinate employees in the performance of their duties. Collaborates with the Sr. Director to ensure parallel personnel administration policies and objectives among staff.
    • Oversees external project management firm(s) and ensures consistent management and reporting practices. Monitors staffing levels to ensure owner's requirements are met.
    • Works with Campus Services Financial Office to ensure appropriate fiscal, procurement, and resource administration within area of responsibility.
    • Serves as a role-model, advocate, and mentor to direct reports and staff. Creates and sustains an environment that fosters teamwork, excellence, respect, and accountability.
