    Central Coast Community Energy (3CE) is seeking a Manager of Energy Programs to oversee and lead the energy programs division under the direction of the Director of Energy Programs.


    ABOUT THE POSITION 

    The Manager of Energy Programs is responsible for planning, designing and implementing programs that amplify and multiply value. Developing partnerships with key 3CE stakeholders, developing sophisticated data analytics reporting and visualizations to support programs and overall business goals. The Manager of Energy Programs may be assigned to assist in the work of other 3CE teams and perform related work and other analytic tasks for 3CE, as required, as well as attending events and participating in community outreach.

    THE IDEAL CANDIDATE

    The ideal candidate would have experience with electrification incentive programs and working knowledge of associated software for data analytics. This ideal candidate would also have experience directly managing an internal team and external vendors. Finally, the candidate should also have strong written and oral communication skills to write reports and present to key stakeholders.

    ESSENTIAL FUNCTIONS 
    • Supervise staff in carrying out analysis, planning, design, implementation, and evaluation of 3CE’s portfolio of energy programs in support of transportation, building, and agriculture electrification and demand side management throughout 3CE’s service area.
    • Work closely with other 3CE departments (Communications and Outreach, Data and Analytics, Power Supply, Finance, Legislative & Regulatory Affairs) as needed to ensure the success of energy programs and strategic initiatives.
    • Collaborate with staff from Member Agencies in support of regional electrification, policy initiatives, and local climate action plans.
    • Support/lead procurement and contracting initiatives in support of energy programs as well as ongoing budget oversight and vendor management.
    • Support/lead the development of partnerships with local, state and federal agencies, national laboratories, universities, businesses, start-ups, and non-profits to create opportunities for program funding, new program markets and more effective program design and implementation. 
    • Support/lead the development of applications in response to funding opportunities issued by Federal, State, and regional agencies.
    • Support/lead capital project development and management in support of 3CE energy programs and strategic initiatives.
    • Write staff reports and give presentations to 3CE Boards and Community Advisory Council.   
    • Perform related duties and responsibilities as required.
    Minimum Qualifications

    Education: Graduation from an accredited college or university with a bachelor’s degree in public administration, economics, business administration or a related discipline.

    Experience:  A minimum of six years of progressively responsible and relevant work experience in energy or environment, to include at least four years in the solar or storage field specifically, and three years' experience in supervising staff.

    Experience in administering energy programs, utilities or in a governmental jurisdiction is highly desirable.

    License or Certificates: Possession of, or ability to obtain, a valid driver’s license.

    Knowledge of: 
    • Project/program management
    • Principles of electricity generation, transmission, distribution and infrastructure. 
    • Strong understanding of statistics, machine learning, and optimization algorithms and principles, and their application.
    • End-to-end knowledge of retail customer programs (design, development, implementation, evaluation, measurement, and verification). 
    • Familiarity with policies and procedures at the CPUC, CEC, CARB, and the California ISO related to decarbonization, electrification, building codes, distributed energy resources, rates and customer programs. 
    • Deeper subject matter expertise in one or more of the following topics: state and local climate and energy policy, pathways to deep decarbonization, wholesale and retail power markets, resource planning, energy usage in the built environment, building codes and end uses, transportation electrification, grid integration, electric distribution system, and grid edge technologies.
     
    Ability to: 
    • Ability to work independently or in a team, as needed.
    • Proficiency in Microsoft Office Suite and GIS software.
    • Superior project management skills, including managing multiple priorities.
    • Superior people management experience and skills.
    • Self-directed and comfortable operating in a dynamic, fast-paced start-up environment. 
    • Excellent written and oral communication skills. 
    • Interact effectively with customers, local community groups and organizations, and 3CE staff and consultants
    • Manage multiple projects and time efficiently
    • Be detail oriented and multi-task when needed
    • Resolve issues quickly and effectively.
    • Take responsibility and work independently, as well as coordinate team efforts
    • Demonstrate patience, tact, and courtesy in all situations.
    Environmental Conditions: Office environment; exposure to computer screens.

    HYBRYID WORK SCHEDULE AS DESIGNATED BY CEO: 
    Current remote workdays are scheduled on Monday's and Thursday's OR Employee may elect to work a 9/80 work schedule with alternating Friday's or Monday's off.

    BENEFITS: 3CE offers a competitive benefits structure to its full-time employees. 
    RETIREMENTEmployees contribute 10% of their salary on a pre-tax basis towards the PARS retirement system. Employer contributes 10% towards PARS.
    HEALTH INSURANCE3CE pays $1600.00 towards employee and family medical, dental and vision. 3CE contributes up to $2400 annually towards flexible spending benefit and $3600.00 towards HRA.
    HEALTH & WELLNESS3CE contributes $1,000 per fiscal year for health, wellness and EV reimbursement.  
    DEFERRED COMPENSATION3CE offers 457 deferred compensations. 
    PTOAccrued in accordance with tenure. 160 hours cap.
    CELL PHONE ALLOWANCEThis position is eligible for cell phone allowance of $50.00 monthly.
