    ENERGY SPECIALIST I

    Position Summary:  Perform complex and technical work in the field of energy efficiency and housing project management. Program areas established to meet this objective are planning, policy, analysis, project management, energy management, research and development, energy efficiency, conservation, and outreach.           

     

    Reports to:  ENERGY PROGRAMS MANAGER OR DESIGNEE

     

    OVERVIEW

    AHFC is seeking an experienced candidate with a strong background in building science, construction, and/or project management. Under general direction of the Energy Programs Manager, this position, depending on experience and skillset, may be responsible for conducting virtual, on-site building and program evaluations, building code standards review and implementation, energy ratings, outreach, including public presentations, for programs and initiatives, and other technical duties related to administration of AHFC programs. Depending on the candidate, this position may be assigned grant/contract management responsibilities related to building energy efficiency, energy conservation, and housing/building project management.

     

    SUPERVISION RECEIVED AND EXERCISED:  Non-exempt, non-supervisory position.

     

    Examples of Duties

    The Energy Specialist I position duties may align more to the technical as in A or to the programmatic as in B. Candidates possessing skillsets serving both are highly preferred.

     

    A. Performs quality control audits that include implementation and enforcement of building and energy standards for AHFC energy efficiency programs including inspections and preparation of technical, special, and routine status reports of activity. Continues software and hardware research, development, data analysis, and maintenance of AHFC databases, building monitoring, and modeling programs.

    Drafts policies and procedures for assigned projects. Develops new policies and projects related to sustainable building initiatives. Prepares management reports for assigned projects that meet the requirements of federal and state funding sources and AHFC management tracking. Research, develop, and publish information about climate appropriate energy conservation and efficiency equipment, materials and practices. Monitor grants and contracts for program compliance.

    Prepares monitoring reports noting corrective action. Follows-up on corrective action. Conducts on-site field monitoring to ensure compliance with grant or contract provisions. Assists in policy formulation, regulation writing, and the development of policies and procedures for assigned project(s) or program(s). Other duties as required.

     

    B. Recommends programs and establishes objectives and standards for approved programs. Serves as project manager of assigned projects from inception to completion. Develops and submits, upon approval of the Energy Programs Manager, annual application for grant funds. Promotes state/federally funded grant programs by publicizing and providing application assistance. Provides program administration of State Energy Programs, weatherization, and other residential rehabilitation and development programs. Develops new energy conservation projects. Participates in drafting and negotiating of contracts and grant agreements; prepares parameters for budget costs and detailed budget summary of grants. Prepares management reports for assigned project(s) that meet the requirements of federal and state funding sources and AHFC. Monitors agencies for program compliance on an ongoing basis. Prepares monitoring reports noting corrective action. Follows-up on corrective action. Conducts on-site field monitoring to ensure compliance with grant or contract provisions. Coordinates with Grant Administrators on financial matters affecting grantees and contractors. Assists in policy formulation, regulation writing, and the development of policies and procedures for assigned project(s) or program(s). Other duties as required.

     

    Knowledge, Skills and Abilities

    Knowledge of: Administrative and project management techniques: knowledge of federal and state regulations and policies which pertain to program areas; basic construction practices, building codes, energy efficient and retrofit technologies and cold climate building science; and training principles and techniques.

     

    Skills and Abilities:  Strong skill with computer software programs including Microsoft Suite or equivalent word processing, with strengths in spreadsheet software. Skills must include excellent organizing, research, and attention to detail.

     

    Abilities to:  Work independently with minimal supervision; communicate effectively in written and oral form; ability to read, comprehend, and interpret State and Federal laws, rules, and regulations. Candidates should have the ability to establish and maintain effective relationships with government officials, private industry officials, professional personnel and others; communicate with individuals in a variety of cultures and environments; interpret contract language; analyze data and operations in terms of management controls, systems, and procedures to assess them critically, and to make recommendations for policy or programmatic change. The ability to use reference materials, manuals, and guides related to the work; ability to identify discrepancies or inaccuracies in data and make corrections.

    Minimum Qualifications:

    Bachelor’s degree from an accredited college with course emphasis in natural/physical sciences, architecture, business administration, or building science with at least two years’ experience in design/planning and/or related grant, project, or contract administration

     

    Substitution:  Six years of professional experience in building construction, project /contract administration may be substituted for college degree and work related experience.

     

    Access to properties is varied and may include narrow stairwells, ladders, and windows above and below grade, crawl spaces, and attics.  Physically capable to inspect roofs, attics, crawl spaces and other demanding areas of properties is required. 

     

    This position may require travel by automobile, aircraft, on foot and other means to properties located in various regions of the state.

     

    Applicants must have a valid driver's license and provide proof when requested.

     

    This is a level 18 position with an annual salary of $ 62,216.53 (26 pay periods).  Excellent benefits package.
