    Nature of Work
    The Infrastructure Development Manager supervises and manages the Infrastructure Development work group of the Capital Development Department to deliver a variety of capital projects to improve and sustain effective project delivery. The position is responsible for helping assigned project managers. The position’s profile requires high levels of interpersonal engagement, particularly within STA, to support objectives of the department, working across divisions of the agency to ensure timely results. The Infrastructure Development

    Manager supports the Capital Development Department and the Department of Planning and Development in improving project management tools, procedures, and performance measurements. Additional responsibilities include providing technical and quality guidance to the STA Executive Team as directed.

    Supervision Received
    Position is under the general supervision of the Deputy Director of Capital Development. Active oversight by the

    Chief Planning and Development Officer is also provided.

    Supervision Exercised
    The position supervises assigned project managers within the Capital Development department.

    Essential Functions

    • Develop and deliver STA's construction-related programs within its approved capital improvement program and operating budget – on time and within budget – to support STA's mission in providing public transportation to the region.
    • Lead a motivated team of project managers and consultants in delivering projects, ensuring team members have adequate support and resources to successfully manage and deliver projects.
    • Support the capital project managers and establish and maintain best practices for capital program delivery including: o Standard approaches, procedures and data management systems to manage costs, schedules, risks and change across a wide array of programs and projects. o Quality controls and quality assurance plans. o Regular monitoring and analysis of performance to support continuous reporting, learning and improvement.
    • Maintain positive working relationships in support of capital program delivery objectives. Key internal and external relationships include the following: o The CEO, the Division Chief and other executive and management staff in ensuring strong accountability and agency-wide ownership of the desired outcomes of capital programs. o STA staff in other departments who are supporting capital projects or otherwise have a role in project implementation to ensure project management tools and practices are standardized as necessary and are in place and being used o Members of the Division of Planning and Development and others engaged in long-range planning and service development to ensure that capital programming requirements are anticipated and considered in developing future plans.

    o Permitting and funding agencies and transportation officials in ensuring ongoing cooperation and partnership in improving public transportation in the region. o Consultants and contractors who work with STA to ensure satisfactory performance of contract work. o Collaboration with other departments throughout STA, especially with Finance and Planning and

    Grants, to ensure efficient and effective use of grant and local resources in implementing capital projects.

    • Represents STA’s interests in assigned external meetings and supports the efforts of the agency in advancing public transportation in the design and construction of improvements made by others.
    • Must be punctual, reliable and maintain regular attendance in order to contribute individually to the efficient and effective delivery of transportation service to the general public.
    • Must be able to accurately and honestly represent STA in any legal proceedings that may result from the normal performance of the position.

    Public Transit Agency Safety Plan

    • Ensure that each employee supervised has received an initial orientation before beginning work.
    • Ensure that each employee supervised is competent or receives training on safe operation of equipment or tasks before starting work on that equipment or project.
    • Ensure that each employee receives required personal protective equipment (PPE) before starting work on a project or work task requiring PPE.
    • Do a daily walk-around safety-check of the work area. Promptly correct any hazards you find.
    • Observe the employees you supervise working. Promptly correct any unsafe behavior. Provide training and take corrective action as necessary. And document employee evaluations.
    • Set a good example for employees by following safety rules and attending required training.
    • Investigate all incidents in your area and report your findings to management and Safety Officer.
    • Talk to management about changes to work practices/rules or equipment that will improve employee safety.

    Minimum Requirements

    Training and Experience
    Minimum of ten years of progressively responsible experience as a project or program manager in a related design, engineering or construction field, with three years or more of supervisory experience of professional staff. A graduate degree in engineering, architecture, construction management or related field from an accredited school is preferred. A professional engineer (PE) license or project management professional (PMP) certification is highly preferred.

    Physical Capabilities
    The physical requirements of this position include accessing job sites that may require climbing a ladder, crouching or walking long distances. Office work is generally sedentary in nature. The position requires communication orally or in writing.

    Must be able to receive detailed information through oral communication and to make discriminations in sound.

    Exert up to 10 pounds of force occasionally and/or a negligible amount of force constantly to move objects.

    Visual acuity to determine depth and field of vision.

    Repetitive motions of wrist, hands and/or fingers.

    Computer Skills
    Extensive Experience within the Microsoft Office environment, particularly Outlook, PowerPoint, OneNote, Word and Excel. Experience with AutoCAD and Microsoft Project. Ability to quickly learn new software programs.

    Annual salary of $89,423 - $119,835 depending on qualifications
