Environmental Engineer

  • Position performs professional level engineering responsibilities of review, research, development, design, planning, construction, and approval for conservation best management practices as well as storm water management and erosion control plans for new development in Eau Claire County.  Position provides technical support to the Eau Claire County Land Conservation Commission and technical advice and assistance to area property owners, organizations, and governmental units regarding soil and water conservation practices.

    • Oversees the County Wide Storm Water Management Plan to ensure compliance with County’s Municipal Separate Storm Sewer System (MS4) permit, including managing Eau Claire County’s Storm Water Management Ordinance.  Manages associated ordinance-required permits and financial assurance tracking 
    • Reviews, approves, and inspects stormwater management and erosion control engineering designs, including required agreements, of commercial and residential developments.
    • Provides technical and educational assistance related to stormwater, erosion control, and conservation practices and methods to Eau Claire County staff, external partners, and residents.  
    • Assists with the County cost-share programs by identifying priorities for installation of conservation practices.  
    • Perform professional engineering duties for conservation practice design and construction oversight under the guidance of the United States Department of Agriculture – Natural Resources Conservation Service (USDA-NRCS) or Wisconsin Department of Agriculture, Trade, and Consumer Protection (WI-DATCP) Engineer, in accordance with USDA-NRCS technical standards and specifications.
    • Manages the installation of conservation practices including development of proposals, engineering plan preparation, contracting, managing budgets and schedule, and directing contractors during project implementation.  
    • Participates in workgroups and committees related to conservation, watershed, water quality and groundwater topics. 
    • Performs other duties as assigned
    • Bachelor’s degree in soil and water conservation, engineering, natural resources, agronomy, or a closely related field
    • Minimum three (3) years environmental or civil engineering experience performing technical soil and water conservation duties including drafting and/or inspecting storm water management plans
    • Experience or training in conservation practices, design and construction, surveying, and operation of topographic surveying equipment
    • Experience or training in surface and groundwater hydrology, including and not limited to wetland identification. 
    • Experience or training in AutoCAD, ArcGIS, and/or other drafting and hydrologic and hydraulic modeling software such as TR55, HEC EFM, WinSlamm, and HydroCAD.
    • Registration as a Professional Engineer in the State of Wisconsin, or the ability to obtain such registration within 12 months of employment 
    • Must possess and maintain a current Driver’s license and have access to private transportation for work-related duties 
    • Must possess Construction Site Soil Erosion Control Inspector Certification (or equivalent professional certification) or the ability to obtain given certification within 1-year of hire and maintain certification thereafter 

    • Possess and maintain USDA-NRCS Engineering Job Approval and/or WI-DATCP Engineering Practitioner certification
    • Possess or have the ability to obtain Wetland Delineation Certification
