We are currently looking for a Director of Environmental, Health, and Safety in Houston, TX who craves a role encompassing a diverse range of responsibilities that will support their ongoing growth and development, spanning from day-to-day operations to exciting projects and initiatives.


    This position is responsible for the overall strategic planning, technical support, process optimization and risk management for environment, health, safety, and operational excellence at all Mansfield Service Partners locations. Position administers and oversees the compliance programs, procedures, and policies associated with federal, state, local, and DOT regulations and acts as a liaison with legal and regulatory agencies. 


    Duties 


    Leadership 

    • Develop clear vision, goals, and objectives that directly align to company initiatives and objectives, keeping team members focused on high performance 

    • Develop clear departmental strategy to achieve measurable and financial goals 

    • Utilize change management plans that minimize employee resistance and maximize employee engagement to drive faster adoption, greater utilization, and higher proficiency on the changes to achieve required business results 

    • Regularly evaluate competing assignments and be flexible in shifting priorities or schedules to support the business 

    • Comfortably deal with ambiguous assignments, utilizing strong problem solving and creativity to recommend or implement successful solutions 

    • Demonstrate and lead by example supporting the On Our Way Mansfield culture 

    • Supervise a multi-person department with staff both co-located and remote. Responsible for all facets of staff administration (including, but not limited to, hiring, training, performance management and appraisals) 

    • Represent EHS on weekly management reports and communications calls 

    Strategic Responsibilities 

    • Develop and implement company-wide safety policies, procedures, and initiatives to promote a culture of safety 

    • Responsible for developing and implementing EHS plan and budget. Focus on cost-effective compliance strategies 

    • Build and enhance programs integrating each of our division’s needs, applying best practices, and understanding the applicable regulatory requirements. Work closely with division operational leaders to track metrics, provide guidance and training on EHS topics 

    • Collaborate on developing enhanced technology for OSHA and DOT training systems, as well as for reporting and recordkeeping  

    • Investigate accidents & incidents for fault determination, root cause, contributing factors, and ensure follow through on all corrective actions assigned 

    • Assure EHS team is actively managing safety through training, meetings, toolbox talks, and field level presence performing work site inspections, ride a longs, site walks, and facility inspections 

    • Keep abreast of industry best practices and emerging trends in transportation safety and incorporate them into the company's safety programs 

    • Prepare and present safety reports and metrics to senior management to track performance and identify areas for improvement 

    Administration/Compliance 

    • Conduct regular safety audits and inspections of facilities, equipment, and operations to identify and address potential hazards and risks 

    • Supports and collaborates on driver training standards with cross functional leadership 

    • Lead and support DOT compliance efforts 

    • Thoroughly understand and apply the regulatory environment affecting our company and interact with state and federal agencies such as, OSHA, DOT, FMCSA, EPA, USCG, PHMSA, TCEQ, etc. 

    • Work with our legal department regarding contracts and pre qualifications for customers  

    • Function as liaison with insurance representatives, EHS consultants and vendors that provide specific expertise 

    • Ensure compliance management systems are in place and monitored  

    • Monitor engineering and operations projects to direct and ensure proper and timely Environmental, Federal, State, and local permitting 

    • Create, Implement and Update Emergency Action Plans; organize practice drills as required 

    • Write / review / modify SPCC, SWP3, HazMat Transportation Security and Facility Security plans; conduct training on same 

    • Provide facility oversight ensuring the safety of our employees and compliance with all local regulatory agencies which permit our buildings and facilities 

    • Manage Spill Response contractors for cleanup of large spills when they occur 

    • Develops safety training curriculum and maintains training matrix for employees of all job classifications 

     

    Position Type/Expected Hours of Work 

    • This is a full-time position. Our employee base works 24/7/365 to service our customers' needsAfter-hours and weekend support may be necessary at times, and coverage is expected to be managed amongst the safety team. Occasional routine travel away will be required via motor vehicle and air. This role is required to carry a company phone and be available to respond during working and non-working hours.

    •  

    Minimum Education, Experience and Certification 

     

    • Bachelor’s degree in safety, environmental safety, or engineering preferred. 
    • DOT/FMCSA and OSHA training certificates 
    • Certification in Safety - CSP, ARM or other recognized certifications desired. 
    • 7 years of experience in an environmental, healthy, and safety or operations role in the energy industry 
    •  2 years of experience in a leadership or management role 
    • Distribution, Fleet, Marine and Environmental experience preferred 
    • Valid Driver’s license  
    • Experience with Behavior Based Safety concepts and audit protocols.  

    Knowledge, Skills, and Abilities 

    • Excellent communication, leadership, and team building skills 
    • Superior knowledge of EH&S regulations with success improving TRIR and EMR ratings 
    • Ability to organize, project plan, and meet deadlines 
    • HMMP, SWPP, HAZWOPER, CPR/First Aid programs 
    • Possess direct experience with accident investigations and root cause analysis 
    • Document and communicate status, issues, and risks in a timely manner to stakeholders  
    • Excellent writing, MS Word, Excel, PowerPoint, and presentation skills 
    • Claims Management with Fleet and Property 
    • Knowledge of Worker’s compensation claims process 
    • Knowledge of cargo securement, vehicle maintenance requirements, hauling permits and licensing requirements. 
    • FMCSA/DOT – hours of service, electronic logs, and driver qualifications
