    This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.
    The Deputy Director of Waste Managment serves as the point of contact for the Division's Emerging Compounds, Utility Scale Solar Decommissioning, Information Technology, Public Information and Safety Programs. The Deputy Director provides support with legislative issues, policy development, guidance and rulemaking for the statewide Hazardous Waste, Solid Waste, Superfund, Underground Storage Tank and Brownfields Sections as requested by the Director. This position provides policy guidance in the establishment of goals and objectives and coordinating interaction among all program areas to promote consistency and ensure that quality services are provided to the Sections. Policy interpretation in matters involving these areas will be provided to the Director in addition to status reports. The Deputy Director conducts work review and performance management for the directed program areas while also assisting with the development of HR priority areas.

    Key Responsibilities:
    • Develops and implements operational work plans to meet goals and objectives for waste management policy, planning, and programs.
    • Provides assistance with the establishment of the Utility Scale Solar Decommissioning program within the Division. This is a new program for the Division as required by Session Law 2023-58.
    • Provides leadership in the Division Quality Management Steering Team to ensure goals and objectives are well defined and activities are kept on track.
    • Serves as Division Director in the absence of the Director.

    The primary purpose of the Division of Waste Management is to protect the public health and environment through assuring that solid and hazardous wastes and underground storage tanks are managed properly, and existing contamination is cleaned up across the State of North Carolina. This is accomplished through the Hazardous Waste, Solid Waste, Superfund and Underground Storage Tank Sections, and the Brownfields programs.     Bachelor's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and seven years of progressive experience in environmental work including two years in a supervisory capacity; or an equivalent combination of education and experience.
