    The Toxics Cleanup Program (TCP) within the Department of Ecology is looking to fill an Operations Planner (Environmental Planner 5) position. This position is located in our Headquarters Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.
     
    Are you passionate about environmental stewardship and strategic planning? We're seeking an exceptional Operations Planner to join our team and lead the charge in driving forward the Toxics Cleanup Program (TCP) to new heights.
     
    In this dynamic role, you'll spearhead the development of strategic and operational program plans, ensuring that our efforts in environmental cleanup are both effective and efficient. You'll oversee the collection, analysis, and reporting of performance metrics, providing crucial insights into the impact of our initiatives.
     
    But that's not all – as a key player in our team, you'll also have the opportunity to collaborate with a diverse range of partners including state and federal agencies, Tribes, local governments, and interest groups. Your expertise will be instrumental in navigating complex policies, proposed legislation, and planning guidance, ensuring that our cleanup activities are aligned with the highest standards and regulations.
     
    Additionally, you'll have the unique opportunity to supervise a dedicated team responsible for TCP's cultural resources initiatives. Overseeing archaeological and historic preservation efforts, you'll work closely with site managers across the state to uphold compliance with applicable regulations and best practices. Your coordination with the Department of Archaeological and Historic Preservation (DAHP), Tribes, and various agencies will be essential in safeguarding our cultural heritage while advancing our environmental goals.

    The mission of the Toxics Cleanup Program (TCP) is to protect Washington’s human health and the environment by preventing and cleaning up pollution and supporting sustainable communities and natural resources for the benefit of future and current generations.

    What you will do:
    • Conduct analysis and provide guidance on developing and implementing program strategic and operational planning decisions of the program. 
    • Provide guidance on policy and planning to other planning and technical staff.
    • Consult on and facilitate resolution of management issues on complex or sensitive planning activities, legal activities, legislation, or major environmental issues impacting program operations.
    • Organize, plan, and oversee the activity of multi-disciplinary teams to develop legislation, implement new procedures, determine training requirements, or resolve major policy issues, barriers, and capability gaps.
    • Collaborate with TCP Strategic Planner to provide program-wide planning guidance to the management team and regional planning staff.
    • Develop complex guidance documents and develop outreach strategies and materials. 
    • Facilitate consultation with external collaborators on efforts to develop, improve, and implement effective community outreach strategies.
    • Integrate program initiatives and HEAL Act requirements throughout program planning, section core processes, projects, and action plans.   


    Required Qualifications:
    Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

    • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
    • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
    Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.


    Option 1: 
    • A Bachelor’s degree with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field, AND
    • Seven years of professional experience in land use, urban, regional, environmental, or natural resource planning, cultural resources, project management, and/or program development. 
     
    Option 2:
    • A Master’s degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field, AND
    • Five years of professional experience in land use, urban, regional, environmental, or natural resource planning, cultural resources, project management, and/or program development. 
     
    Option 3:
    Two years of experience as an Environmental Planner 4, at the Department of Ecology.

    • Knowledge of planning principles, techniques, current trends, environmental laws, policies, and programs concerning all phases of state resource development; governmental administrative structure at local and state levels; environmental, social and other problems affecting development of local and state environmental resource programs; methods and objectives of urban and natural resources planning; principles of staff supervision. 
    • Ability to develop long-range work plans, think critically and conceptually, observe and interpret trends, analyze data, identify key relationships, draw logical conclusions, and maintain effective working relationships with governmental officials; address large groups and write effectively; supervise staff and manage major program activities.
    • Experience with organizational change management, conflict management, portfolio / project management, program implementation / evaluation.
