Estimator - Cost develops cost estimates for projects based on work scope, specifications, and contract proposals using applicable estimating methodologies and tools. Analyzes project requirements, plans, and specifications to identify labor, material, equipment, and service requirements. Being a Estimator - Cost uses benchmark data, trends, prior estimates, and historical pricing schedules to generate detailed cost estimates that consist of itemized lists of expenses, labor hours, material quantities, and potential cost variations. Depending on the complexity and type of project, may use different estimating methods, mathematical models, or specialized estimating software tools to generate estimates. Additionally, Estimator - Cost provides guidance and training on estimating best practices. May require a bachelor's degree or equivalent. Typically reports to a manager. Working team member that may validate or coordinate the work of others on a support team. Suggests improvements to process, is a knowledge resource for other team members.   • The Challenge:

    Develop quotes for projects put out to bid by state and local agencies and submit to contractors for consideration. Develop strong customer relations. Negotiate post-bid awards. Build and maintain positive customer relationships with contractors, agencies, and clients

     What You'll Do:

    1. Work with supervisors on changing focus from price proposals to value proposals when and where appropriate.
    2. Review letting schedules and provide feedback to supervisor regarding unique or large potential opportunities months in advance when possible.
    3. Develop bidding strategy through discussions with Supervisor to determine what type of work we should be bidding, where we should be bidding and with what resources.
    4. Analyzing requirement documents, blueprints and project plans to gain a thorough understanding of the project.
    5. Determining what factors of production will influence the cost of a service or product.
    6. Preparing material estimates and cost estimates for the product or service
    7. Creating labor estimates for any project
    8. Developing and maintaining relationships with company vendors and contractors
    9. Managing bids from vendors and contractors
    10. Using bid data to prepare detailed a cost analysis.
    11. Presenting prepared estimates to management and other stakeholders
    12. Compiling and recording actual costs
    13. Schedule and participate in bid review calls, including cash flows on larger projects.
    14. Work with finance to ensure compliance with state and local tax laws, pre quals, etc.
    15. Work to improve standard costing and our approach to estimated cost. We are not trying to necessarily change your pricing, just get a more realistic estimated margin.
    16. Complete the monthly Bid Pipeline report and submit timely to Financial Analyst to the Supervisor
    17. When project size or complexity out match your skill or scope, involve other estimators, Supervisor.
    18. Participate in industry events, organizations, etc. to build our business and networking opportunities.
    19. Duties include communicating with personnel and contractual professionals or vendors, using computer software to weigh production risks or compile reports and making presentations to project leaders outlining their suggestions for upcoming projects.

    Experience and Skills Required:

    1. Must have a minimum of 3 years Road/Highway construction Estimating experience, preferably in Traffic Safety or Pavement Marking.
    2. Computer knowledge/skills required in Microsoft Suite, NetSuite, Invarion.
    3. Proficiency in mathematics, statistics, and data analysis
    4. Excellent analytical skills and attention to detail
    5. Report writing and strategic planning skills.
    6. Familiarity with analyzing requirement data to develop material and cost estimates for large projects.
    7. Expertise with analytic tools, such as spreadsheets and database managers
    8. Ability to read and interpret plans and technical documents.
    9. Excellent written communication and interpersonal skills
    10. Exceptional time management skills
    11. Understanding of the financial aspects of job costing and “bid to actual results” including variance analysis.
    12. Ability to “build” the project to determine the best approach to building the estimate.
    13. Understanding of the various equipment utilized within the scope of the operation and the standard costs associated with each piece.
    14. Ability to effectively communicate the scope of work, cost basis and margin in the bid review process, including detailed cost components.
    15. Ability to analyze historical results for market trends, labor and material trends etc and integrate into the final bid.
    16. Industry involvement through trade associations, coalitions with state DOT, or similar.
    17. Understanding of financial statements including balance sheet and profit & loss statement.

     Physical Requirements:

    1. Prolonged periods sitting at a desk and working on a computer.
    2. Must be able to access and navigate all areas of construction sites.
    3. Must be able to lift up to 15 pounds at times.
