    SUMMARY: Works with and assists the Chief Estimator to plan, and coordinate, estimating and bidding functions, providing technical and administrative direction consistent with corporate objectives. Creates estimates and Requests for Proposals (RFPs).
    ESSENTIAL DUTIES AND RESPONSIBILITIES
    • Identify and maintain database of all long-term and near-term project opportunities consistent with Company’s objectives.
    • Assists the Chief Estimator with managing and maintaining the estimating system database to include labor and burden costs, equipment, materials, supplies, subcontractor and overhead costs.
    • Thorough review, analysis and comprehension of plans and specifications. Performs accurate quantity take-offs.
    • Prepares customized proposals and applications for project awards. Able to successfully manage all facets of the technical proposal process under aggressive deadlines, including coordination, writing, editing/proofing, production and quality control. Assists with maintaining and updating the company’s proposal resource library.
    • Assists potential customers/owners with engineering cost feasibilities, and/or alternative construction techniques, materials or methodologies.
    • Coordinates and works with field operational personnel to assist with preparation and review of project cost estimates. Manages database of past project cost history to be incorporated into new estimates.
    • Develops cost estimates, schedules, and equipment utilization and cash flows for project bids. Attends pre-bid meetings, solicits questions and clarification to owners/engineers during the bid phase. Assists with preparation of bidding documents.
    • Maintains post project bid database of competitor pricing and corresponding bid databases.
    • Evaluates the risk of projects bid including contractual, engineering, production, financial, environmental, and political risk and advises management.
    • Assists project personnel with planning, scheduling, materials, subcontracts, submittals and other cost and administrative functions. Occasionally assist field management on projects when needed.

    QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.     • Education/Experience: Bachelor's degree (B. A. or B.S.) from four-year college or university in Engineering or at least 8 years of experience in similar industry estimating and/or field management. Prefer at least three years related experience in writing and editing large, complex proposals in the construction industry; or equivalent combination of education and experience.
    • Language Ability: ability to communicate persuasively and professionally with internal staff and management team.
    • Reasoning Ability: ability to define problems briefly and succinctly, collect data, establish facts, and draw valid conclusions; ability to interpret a wide variety of information.
    • Computer Skills: to perform this job successfully, an individual should have knowledge of and experience with internet research, advanced abilities in Microsoft Office software including Outlook, Word, Excel, and PowerPoint, familiarity with AutoCAD, and experience using estimating software. Experience with HCSS Heavy Bid, Bluebeam and SketchUp is a plus.
    • Physical Presence: Regular and predictable physical presence in the corporate office is an essential qualification for this position due to the importance of the team-related aspects of the essential duties, the aggressive timeframes under which the employee will operate, and the need for face-to-face interaction with employees in Estimating and Operations in order to properly perform job-related functions.
    • Valid Driver’s License required.
    SUPERVISORY RESPONSIBILITIES: This job has no supervisory responsibilities.
