Ethics & Compliance Training Manager plans and manages the organization's ethics and compliance training programs. Conducts needs analyses and designs training and development programs. Being an Ethics & Compliance Training Manager interfaces with functional groups outside the ethics and compliance office to ensure curriculum content and methods meet legal, regulatory, and corporate objectives. Keeps abreast of pending regulatory developments, such as Sarbanes Oxley, through reference sources and interacts with appropriate members of management to obtain insight and ensure training programs meet legislative agendas, at both the Federal and State levels. Additionally, Ethics & Compliance Training Manager oversees the purchase of all training modules and interfaces with outside vendors and contractors. May require a bachelor's degree in area of specialty. Typically reports to a head of a unit/department. The Ethics & Compliance Training Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. Extensive knowledge of department processes. To be an Ethics & Compliance Training Manager typically requires 5 years experience in the related area as an individual contributor. 1 to 3 years supervisory experience may be required.     Minimum Requirements:
    Possess an in-depth understanding and experience on construction projects in such a role. Demonstrated experience in one or more of the following practice areas: wildlife biology, natural resources, regulatory permitting including: ·
    • Clean Water Act (CWA) Section 401 (Water Quality Certification) ·
    • CWA Section 402 (NPDES) ·
    • CWA Section 404 (Dredge/Fill) ·
    • State Water resources Control Board (SWRCB), Regional Water Control Boards (RWQCBs) and the United States Army Corps of Engineers (USACE) ·
    • California Department of Fish and Wildlife (CDFW, Section 1602 and Section 2081 of the Fish and Game Code for the California Department of Fish and Wildlife.), United States Fish & Wildlife (USFWS, Section 7); US National Oceanic and Atmospheric Administration) /National Marine Fisheries Service (NOAA/NMFS) regulations and agency coordination ·
    • California Environmental Quality Act (CEQA) / National Environmental Policy Act (NEPA) ·
    • Cultural resources, including NHPA Section 106 compliance and associated regulations
    Preferred Qualifications:
    • Bachelor’s degree in environmental studies, natural resource management, wildlife biology, anthropology, or similar area of study · Minimum 10 years of progressively responsible relevant experience ·
    • Work independently, productively, and collaboratively in a dynamic, fast-paced work environment with multiple deadlines and stakeholders ·
    • Self-motivated, efficient, and organized ·
    • Establish and maintain good working relations with construction personnel, contractor management, and Authority/program management staff ·

    • Experience with design-build contracting and construction processes ·
    • Must be able to work well independently and in a team environment.

    Ability to work independently, problem-solve through creative processes and establish partnerships with project management, legal counsel, client representatives, government agencies, and other organizations. The individual must possess demonstrated project management abilities in delivering NEPA and CEQA clearance for infrastructure projects; be capable of presenting complex technical information in an easily understandable format and context; and function well in a fast-paced, changing environmental under demanding deadlines.

    Job Summary:
    Under the general direction of the assistant environmental services manager, the deputy assistant environmental service manager, and the Authority’s director of environmental services (Environmental Services Branch). The permitting compliance manager oversees regulatory and permit compliance programs across a large infrastructure program is responsible for several key functions related to compliance.

    Job Responsibilities:

    The permitting compliance manager oversees environmental compliance in the Authority’s Program Central Valley Section providing environmental permitting, mitigation, and construction compliance support to Construction Packages 1, 2-3, and 4, and future segments of the statewide alignment. Provides program-level QA/QC and auditing of construction package deliverables, including CEQA/NEPA Re-examinations, amendments, plans, notifications, surveys, and reporting under the California Fish and Game Code (CFGC) Section 2081 Incidental Take Permits (ITP), CFGC Section 1600 Master Streambed Alteration Agreements (MSAA) including Sub notifications, Endangered Species Act Section 7 Biological Opinions (BO), Clean Water Act (CWA) Sections 401 Certifications and 404 permits. Preparation of multiple Program-level permit amendments. Typical responsibilities include: ·
    • Directing, mentoring, and overseeing the performance of the environmental compliance team. ·
    • Developing an environmental permitting compliance program for the Authority’s program. ·
    • Managing agency relationships to facilitate amending permits and resolving compliance issues. ·
    • Establishing a system for flow of information among the Authority Headquarters, project construction manager (PCM), and Authority regional environmental teams overseeing construction. ·
    • Developing a program that provides for consistent project construction/delivery and demonstration of compliance across the Authority project sections, which also includes a compliance documentation program (e.g., Environmental Mitigation Management Assessment [EMMA] and Geographic Information System [GIS] support). ·
    • Managing, mentoring, and overseeing the work of direct reports and deputies who will assist them with responsibilities.
