    Pay Rate: $72,800 (entry level) - $91,000.00/annual (depending on experience)

    Reports To: CPO

    Schedule: Monday thru Friday (schedule will vary generally between the hours of 8:00 am – 5:00pm); Must be available for on-call weekend, early morning, or evening crisis response


    SUMMARY: Responsible for the oversight, scheduling, and coordination of the activities and services provided by the Crisis Response Advocates (CRA). Maintain supportive shift, department, and operational responsibilities which can include but not limed to: hotline calls, crisis assessments, intake services, restraining order services, coordination and oversight of CRAs stationed at local Law Enforcement offices throughout Fresno County and/or alternative community agencies. The incumbent will review all hotline and crisis assessments, interact and build community referral and emergency housing resources for those who cannot stay within Marjaree Mason Center (MMC) programs, ensure that CRA provide supportive client interaction, and identification of immediate needs. In this capacity, the incumbent must have excellent interpersonal skills as well as the ability to support crisis operations and other MMC operations working with clients who require crisis intervention. The incumbent maintains contract compliance on project operations; and has direct operational oversite and responsibility of all staff providing crisis response.


    The incumbent is required to maintain interagency relations with other homeless providers, homeless response teams, housing navigators and locators, law enforcement, courts, as well as other agencies in the community. The incumbent will work with the FMCoC alongside the Deputy Director, in addition to internal agency leadership in developing and implementing a Coordinated Entry System, to deliver more effective and efficient linking of community resources. The incumbent has primary responsibility for grant management, data collection, maintaining all reporting, and file mandates for grants. As a Manager, this position represents the agency, maintains interaction with clients, families, and community. The incumbent will serve as a member of the MMC leadership team, and is responsible for the implementation of agency goals and objectives.


    ESSENTIAL DUTIES AND RESPONSIBILITIES


    • Maintain client confidentiality, per Victims of Crime Act (VOCA) and Violence against Women Act (VAWA) regulations.

    • Oversee and coordinate activities and schedules of the crisis team staffing to meet the needs of victims and clients requiring services.

    • Implementation and oversight of Coordinated Entry day to day operation, system, and process. *This will include participation and attendance of FMCoC meetings (as identified by the Deputy Director).

    • Review all Apricot intake documentation/client files, meet with staff and ensure quality performance.

    • Work in unison with MMC staff stationed throughout Fresno County including MMC satellite sites, and responsible for the coordination of emergency response activities, assessments and immediate crisis support, and intervention process.

    • Coordination and consistent communication with Fresno County Courts.

    • Must stay up to date and informed of new Domestic Violence (DV) laws, especially as it pertains to victim rights; provide frequent updates to the entire Crisis Response Team and Agency as needed.

    • Coordinate with MMC programs (Family Stabilization, Clovis, RRH, and Welcome Home, etc.) in regard to crisis support and services as needed.

    • Ensure that there is coordination within the various MMC departments to ensure appropriate client referrals to programs and support in necessary meetings for clients.

    • Receive community referrals for assessment of service needs and make appropriate support interventions.

    • Provide community partner trainings on MMC DV services, including intake priorities and processes.

    • Oversee all staff and volunteer involvement to ensure that they are trained and adequately equipped to properly and fully respond to crisis clients with appropriate interventions that are timely and supportive.

    • Responsible for the coordination and collaboration of additional outside agencies in order to strengthen potential and existing partnerships and maximize client resources.

    • Data quality reviews and submission of timely and accurate reports on a monthly basis.

    • Will maintain active communication with the Deputy Director, in regards to programmatic, operations, and status.

    • Make recommendations on processes and procedures that are supportive of a fully functional, effective, and efficient operation, and that current operations meet the developed project implementation plans.

    • Develop ways to utilize volunteers within the department’s operation.

    • Responsible for staff supervision and assignments within these programs, including staff scheduling, coaching, performance evaluations, timesheet review and use of Paylocity system, and general oversight.

    • May be asked to do media interviews and be a public face as a member of the MMC leadership team.

    • Actively participate in Strategic Planning meetings/discussions alongside the Leadership team and program staff.

    • Meet the goals and objectives of MMC’s Strategic Plan.

    • Provide accurate, general information on MMC services to individuals seeking assistance.

    • Responsible for processing monetary transaction related to payment for group or counseling sessions.

    • Regular attendance and promptness.

    • Other duties as assigned.


    The Crisis Manager is expected to customarily and regularly exercise discretion and independent judgment in carrying out job duties. The Crisis Response Manager is also expected to perform solely exempt-type duties more than 50% of work time during the workweek.

    EDUCATION and/or EXPERIENCE:

    • Bachelor’s degree from an accredited college or university in Social Work, Criminology, Health and Human Services, Sociology, or other related field required.

    • Two years’ management experience required.

    • Five years’ experience in the field of criminal justice, victim’s services, or other related fields required.

    • Experience in Crisis Management within a social service setting.

    • Experience in working with “at risk” populations, in addition to working with Domestic Violence victims.

    • Experience using Apricot preferred.

    • Bilingual in Spanish, preferred.


    KNOWLEDGE, SKILLS, AND ABILITIES:

    • Knowledge of Referral Systems in Fresno County.

    • Knowledge and understanding of the cycle of Domestic Violence and Trauma associated.

    • Ability to understand the needs of families and women and children and a willingness to address their concerns with action designed to create change.

    • Knowledge of Domestic Violence Restraining Order Process and Domestic Violence laws pertaining to victim rights etc.

    • Ability to speak effectively before groups or organizations.

    • Excellent written and oral communication skills.

    • Ability to effectively communicate in English.

    • Ability to multi-task.

    • Ability to work independently and in a team environment.

    • Ability to adapt to the environment, to solve practical problems, to deal with a variety of multiple variables in situations where only limited standardization exists and to make independent decisions within scope of responsibility.

    • Ability to work with sensitivity and without discrimination towards peoples of diverse cultures, races/ethnicity’s, socio/economic positions, ages, religions, genders, physical/mental challenges/disabilities, and sexual orientations.

    • Sensitivity to issues pertaining to domestic violence.

    • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.

    • Ability to lead, plan, organize, and delegate.

    • Ability to coach, mentor, and develop staff.


    CERTIFICATES, LICENSES, REGISTRATIONS:

    • Possession of a valid California driver's license and proof of liability insurance on personal auto. Must be insurable at all times at standard rate by set by MMC insurance carrier.

    • Must pass tuberculosis test, drug test and fingerprinting test.

    • Must pass a polygraph and additional criminal background check when assigned to work with law enforcement unit.
