    The Team You’ll Work With
    The Mayor’s Office of Climate and Environmental Justice (MOCEJ) is a team of architects, lawyers, data
    and climate scientists, engineers, policy advisors, geologists, and city planners working to create a city
    where our 8.8 million New Yorkers can live, work, learn, and play in healthy, resilient, and sustainable
    neighborhoods. MOCEJ integrates sustainability, resiliency, and environmental justice into one
    coordinated approach across several climate and environmental offices, all working to make our
    buildings efficient and resilient; our infrastructure climate ready; our streets, open spaces, and public
    realm active, safe and healthy; and our energy clean and resilient. All New Yorkers deserve safe,
    healthy, resilient, and sustainable environments, even as the climate changes. MOCEJ is committed to

    The Problems You’ll Solve
    The External Affairs Manager, reporting directly to the Director of External Affairs, plays a pivotal role
    in shaping and executing the Mayor’s Office of Climate & Environmental Justice’s (MOCEJ) external
    engagement and legislative agenda. This role is responsible for fostering productive relationships with
    government entities at the city, state, and federal levels, as well as with external partners and
    stakeholder organizations. The External Affairs Manager will provide strategic analysis, coordination,
    and representation to advance MOCEJ's mission and priorities in alignment with the broader goals of
    the organization.

    • Develop and implement strategic initiatives to enhance MOCEJ's external relations and
    legislative strategy in alignment with organizational objectives.
    • Serve as the primary liaison between MOCEJ and City Hall Legislative Affairs teams, fostering
    effective communication and collaboration.
    • Provide expert analysis and strategic advice to the Director of External Affairs and senior
    leadership on best practices for government outreach and relationship building.
    • Lead the execution of MOCEJ's stakeholder engagement plan for major policy and program
    announcements, coordinating with internal teams, subject matter experts, and external
    stakeholders.
    • Manage the implementation of external affairs strategies, including crafting responses to
    legislation, preparing for oversight hearings, and coordinating grassroots efforts and industry
    alliances.
    • Provide insights and recommendations to senior leadership on strategic positions and
    opportunities.
    • Establish and maintain systems for monitoring legislative developments, engagement with
    elected officials, and stakeholder interactions, providing regular updates to senior leadership.
    • Facilitate interactions between elected officials and MOCEJ staff, responding to requests in a
    timely and professional manner.
    • Provide supervision and support to staff members as necessary.
    • Collaborate on special projects and initiatives as assigned by the Director of External Affairs.

    About You
    Education:

    • A bachelor's degree in public policy, political science, environmental studies, or a related field is
    typically required.
    • An advanced degree, such as a master's in public administration, public policy, or
    environmental management, would be highly desirable and may be preferred or required.

    Experience:

    • Extensive experience (5-8 years or more) in government relations, public affairs, or external
    affairs roles, preferably in the environmental or climate policy domain.



    • Proven track record of developing and executing successful external engagement and legislative

    strategies, with experience working with government entities at the city, state, and federal
    levels.

    • Demonstrated expertise in stakeholder management, coalition building, and fostering
    productive relationships with diverse groups, including elected officials, government agencies,
    non-profit organizations, and industry partners.
    • Strong understanding of legislative processes, policy analysis, and the ability to navigate
    complex political landscapes.
    • Experience in coordinating and leading cross-functional teams, managing projects, and
    delivering high-impact initiatives.
    • Excellent written and verbal communication skills, with the ability to articulate complex issues
    clearly and persuasively to various audiences.
    • Previous experience in a supervisory or leadership role, with the ability to provide guidance and
    support to staff members.
    • Knowledge of climate change, environmental justice, and sustainability issues would be highly
    beneficial.

    Salary
    The City of New York Office of the Mayor’s compensation package includes a market competitive
    salary, equity for all full-time roles and exceptional benefits. Our cash compensation range for this role
    is $120,000.

    factors.
