Facilities Manager manages the maintenance, construction, repair, and refurbishment operations of one or more facilities or properties. Implements policies and procedures that ensure the optimal functioning of buildings, grounds, and associated equipment. Being a Facilities Manager monitors daily building operations of all systems, including mechanical, electrical, plumbing, HVAC, safety, and waste management to ensure reliability. Tracks work orders for quality, adherence to service standards, and budgeted guidelines. Additionally, Facilities Manager trains supervisors and employees in best practices for maintenance work, service and safety standards, and local laws and regulations. Oversees vendors or contractors engaged for construction projects. Typically requires a bachelor's degree. Typically reports to a director. The Facilities Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Facilities Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.   • This is a full-time benefits eligible position located within the Facilities Management, Research and Administration Facilities Department in Bastrop, Texas.

    MISSION STATEMENT

Anderson Cancer Center is to eliminate cancer in Texas, the nation, and the world through outstanding programs that integrate patient care, research and prevention, and through education for undergraduate and graduate students, trainees, professionals, employees and the public.

    SUMMARY
    The primary purpose of the Facility Manager is to provide management experience and technical knowledge in the maintenance and operations of all buildings, systems, components and utilities within MD Anderson.

    ESSENTIAL JOB FUNCTIONS
    Develops and carries out an ongoing infrastructure plan which incorporates the mechanical, electrical and plumbing requirements necessary to operate the buildings in the current environment and takes into account future strategic plans for the infrastructure. Works with internal and external architects and engineers in the development of capital projects within the facility. Translates the customer's service requests into the appropriate action. Provides a program of facility management and renewal, managing several maintenance contractors and the routine, scheduled and emergency maintenance for facilities. Develops quality standards and evaluates the effectiveness of department operations. Manages the acquisition, control and maintenance of equipment and materials.

    JOB SPECIFIC COMPETENCIES

    Leadership and Management  
    Manages and administers Physical Plant and Utility operations, including direct supervision of assigned staff and all associated activities and responsibilities. Provides administrative and technical support to Director, and provides administrative and technical directive to assigned staff.
    Manages human resource functions, including organizational and staff planning, recruitment, employee relations and development. Ensures consistent performance management and evaluation processes are followed and documented for all Supervisors and shops.
    Implements institutional and departmental objectives, policies, and procedures.  Assists in establishing and improving objectives, procedures, and plans for long-range, as well as short-range and ongoing operational matters.  Assists in establishing and improving policies, procedures, priorities, and schedules. Manages the budget and associated tracking, and coordinates related administrative support staff efforts. Leads, coordinates, and participates in divisional and departmental efforts and initiatives.
    Assumes leadership responsibility of campus O&M team in absence of O&M Director.

    Installation, Alteration, Operation, Maintenance, and Repair  
    Manages installation, operation, maintenance, repair, and replacement of physical plant systems and equipment, and all facilities and grounds.  Manages the distribution of utilities, design and construction, and the administration of contracts. Manages inventory control procedures.  Manages delivery of services to maintain standards, effective communication, and continuous improvement processes. Develops and implements work flow processes to ensure operational and financial efficiencies.  Manages O&M work order and project-related processes, tasks, and coordination.  Provides a program of facility management and renewal, managing the routine, scheduled, and emergency maintenance of facilities. Develops quality standards and evaluates the effectiveness of department operations. Recommends and implements new methods and procedures designed to improve operations, minimize operating costs, and effect greater utilization of labor and materials.  Manages the establishment and enforcement of departmental safety and operational policies and best practices.
    Manages compliance for O&M team and operations, ensuring full compliance with all associated licensing and regulatory requirements.
    Researches, develops, and improves the department through the following: studies industry operating and planning needs and techniques; produces ideas and concepts for improved operating techniques; researches and proves out new equipment, components, and technology; researches, designs, and develops improved operating methods and processes.
    Functions as a front-line contact with customers and acts as an advocate when needed, to ensure efficient and effective delivery of services and support. Communicates with the O&M team and customer to ensure prompt delivery of customer requests for service.  Maintains various reports, trending information, quality assurance, customer satisfaction, and follow-up results.

    Improvement and Project Management (O&M and FPDC Managed)   
    Assists Director in all phases of project process, including attending meetings and managing project efforts involving O&M team. May serve as primary or backup O&M point of contact for Project Managers and Project Team.  Manages O&M repair, remodeling, and construction projects.  Is able to read and interpret construction plans and specifications. Has knowledge of typical building systems and construction.  Manages construction document review/comment, submittal and RFI review/response, and project walk-through inspections for O&M team.

    After-Hours and Emergency Response   
    Manages response to after-hours call-outs as needed, which requires a basic knowledge of overall physical plant operations.  Provides leadership and participates in all Emergency Events. May serve in various positions as part of the Facilities Section in emergency events, including as primary backup for Director in Facilities Section Chief role.  Manages Emergency Operations Planning activities.
    As a group Leader, this position is expected to regularly carry a pager or other communication device to receive notification and respond during emergency events. This time is not considered on-call and will not be compensated additionally.

    Other duties as assigned.   

    REQUIREMENTS
    Education: Bachelor's degree in engineering, construction management, business, healthcare administration or related field.
    Preferred Education: Bachelor’s degree in Mechanical or Electrical Engineering.
    Certification: None.
    Preferred Certification: Licensed Professional Engineer (PE) and/or Journeyman's or Master's License in one craft/trade.
    Experience: Five years experience in the operations and management of a physical plant in a health care, manufacturing or university setting to include three years of supervisory experience.  Successful completion of the LEADing Self Accelerate program may substitute for one year of required supervisory or management experience.
    Preferred Experience: Three years of experience managing daily operations and maintenance of a research or healthcare facility, including working with physical plant services and systems associated with central utility plants, chillers, boilers, public drinking water, wastewater, HVAC/R, plumbing, RO/DI, BAS/controls, electrical, emergency generators, fire alarm/sprinkler, and security systems.. Ability to work within the Microsoft Windows environment, and experience utilizing CMMS and BMS programs to analyze operational effectiveness and opportunities.
    Other Required: Must pass pre-employment skills test as required and administered by Human Resources.  
    Onsite Presence: Is Required.
