Roles and Responsibilities:

Develops and advances planning and conceptual design for transit facilities and corridors, transit access improvements including parking, bicycle and pedestrian access, transit-friendly development and other initiatives.

Manages consultants and coordinates with Planning staff, other departments, and external parties on transportation planning and project development efforts.

Develops well-conceived project alternatives; researches and evaluates information; ensures that plans address operational and business needs and protect agency interests; determines project costs and benefits; and provides recommendations for capital project prioritization.

Prepares scopes of work, task descriptions, cost estimates, budgets, schedules and required reporting for studies and conceptual design work.

Monitors facility inventories, maintains departmental databases, collects and prepares data and support documentation relating to facilities and other characteristics of the transit system and communities served.

Reviews NJ TRANSIT needs regarding the sale/lease of NJ TRANSIT and other public or railroad properties.

Prepares materials and presents technical analyses and policy results, project recommendations, and conceptual design work to internal staff management, and external parties.
Education, Experience and Qualifications:
Minimum:
-
Bachelor’s Degree in Urban or Transportation Planning, Engineering, Landscape Architecture or related area and five (5) or more years of applied experience in transportation planning.
Preferred:
-
Master’s degree in aforementioned fields of study may be substituted for two years of applied experience.
Knowledge and Skills:
Essential:
-
Excellent written, verbal and visual graphic communications skills
Preferred:
- Understanding of site feasibility, planning and engineering practice, traffic impacts, and familiarity with MLUL and applicable regulations and permitting processes.

Familiarity with federal and state environmental assessment processes.

Knowledge of the principles of transit-supportive development, transit-friendly land use and complete streets.
