Summary: The Riverview Gardens School District is accepting applications for the position of Chief Financial Officer. This position reports directly to the Superintendent and is responsible for the management of all financial affairs of the District.
Essential Duties and Responsibilities:
The Chief Financial Officer provides ideas for the development, interpretation, and clarification of the district's vision, mission, and goals. This includes financial planning, budgeting, cost analysis, accounting, auditing, reporting, purchasing, insurance, cash management, and debt management.
- Assumes responsibility for the annual budget, revenue, and expenditure projections, maintains position control, and assists with long-range financial plans for the purpose of managing the district's fiscal responsibilities.
- Directs the custodianship of public funds including cash/investment management.

Develops monitors, analyzes and maintains the district financial budget for the purpose of ensuring the availability of resources to meet current and future strategic objectives.
- Establishes and supervises a program of accounting and reporting the financial affairs of the school district.
- Directs & manages the district RFP process.

Coordinate and monitor program evaluations in order to maximize investments in programs, resources and policies and to ensure initiative are impacting student learning and identify opportunities for improvement.

Prepares and submits reports to the Board of Education recommendations for the administering of the district budget, financial policies and procedures, tax rate information, financial reports, audit findings, benefit administration and other facts and information as needed.
- Reviews contracts and projects for the purpose of providing direction and support/or making recommendations, maximizing the use of funds, and ensuring operations are within budget.

Manage the Districts debt structure and all aspects of District bond issues.

Develops long-range financial projections.
- Supervises the Financial department, Safety and Security department, Food Services department, and manages the Transportation department.
- Coordinates the property and liability insurance programs and directs the development of tax levies, bond projects, and bond approval.

Conducts performance evaluations on employees under direct supervision and establishes high performance expectations for all employee groups.
- Develops and maintains communications with state and federal agencies and the financial community.
- Coordinates reviews of appropriate areas with board, attorney, independent auditors, board advisers, and district staff.

Participates in the collective bargaining process directing the discussion on financial issues.
- Directs the preparation of periodic business and financial reports to the Superintendent, the Board of Education, external agencies, and members of the general public.
- Manages the district's benefits and insurance, including property and liability.
- Assist in preparation and participate in insurance committee meetings. Attends quarterly meetings with brokers who administer various district insurance programs.
- Participates in local and state school business official organizations to ensure knowledge of school operation and compliance requirements are up to date.
- Assist the Superintendent of Schools in the recommendation of board policies and administrative regulations to guide the district’s business and finance functions and delivery systems.
- Ensures procedural compliance with state and federal regulations, board policies, and administrative regulations.
- Coordinates and prepares audit information with outside audit firms.

Ensures and trains budget managers on effective management of their department/school budget.
- Performs other related duties as assigned.

Minimum Education and Experience Required:
- Minimum of 5 years of management experience required.
- Requires a Master’s degree in School or Business Administration. CPA strongly preferred.
- Experience working in a school district setting is required.
- Demonstrates considerable knowledge of school administration, school law, finance, facilities, procurement, planning, operation of principles and technique.
- Demonstrates experience and understanding of the Missouri Department of Elementary and Secondary Education policies and procedures.
Skills/Ability:
- SKILLS are required to perform multiple, highly complex, technical tasks with a need to periodically upgrade skills in order to meet changing job conditions. TERMS of EMPLOYMENT:
Year: 12 months
Salary: Administrator Range on the District Administrator Salary Schedule Scale VII - 127,330.38 - $154,760.00 yearly (based on education and experience)
This position shall be recommended to the Board of Education by the Superintendent of Schools and shall receive salary and other employee fringe benefits in accordance with the Board-Approved policies and resolutions.
