    SALARY:                  $23.00 to $27.00 per hour; DOQ, Plus Benefits

    SUPERVISOR(S):    Public Works Division Administrator


    THIS IS A REGULAR FULL-TIME NON-EXEMPT POSITION

    JOB SUMMARY:  The Administrative Assistant will provide clerical and operational support to the Division Administrator of Public Works. The Public Works Division includes the Facilities Maintenance and Water & Sewer departments. This position will coordinate and manage executive scheduling, prepare, and organize contractual and legal documents, and routinely execute a wide variety of support duties as assigned.

    DUTIES AND RESPONSIBILITIES:  

    1. Serve as a liaison between the Division Administrator, staff, and the public; this includes receiving and screening calls and visitors, answering a variety of questions with tact and diplomacy, taking messages, and directing calls appropriately for resolution.
    2. Determine the priority of matters of attention for the Division Administrator; redirect matters to department staff, or handle matters personally, as appropriate. Keep the Division Administrator advised of time-sensitive and priority issues and ensure appropriate follow-up.
    3. Maintain the Division calendar, including scheduling staff meetings, appointments, monthly Utilities Commission meetings, report deadlines, and assist with travel arrangements. 
    4. Exercise discretion in committing time and evaluating needs.
    5. Maintain paper and electronic filing systems, including the archiving/retaining of official documents and ensuring the proper disposal of records. Utilize eCivis as a tool to track submission of required financial and project reports.
    6. Maintain confidential and sensitive information.
    7. Assist with various special projects, including creating PowerPoint presentations, financial spreadsheets, special reports, and agenda materials.
    8. Prepare purchase requisitions, order departmental supplies, process invoices, and assist with budget preparation. 
    9. Assist in creating bid advertisements, solicitation documents, and contract documents for projects; collect, organize, and maintain files for said projects.
    10. Maintain department account billing software, and water meters throughout the community.  
    11. Print and file monthly Water & Sewer reports, as well as prepare and present information/agenda to Red Cliff Utilities Commission for monthly meetings, and record minutes/file for future reference.   
    12. Process monthly utility bills to its customers, as well as disconnect billing and implement disconnect procedures. 
    13. Oversee the RVS billing component.  
    14. The above duties and responsibilities are not an all-inclusive list but rather a general representation of the duties and responsibilities associated with this position.  The duties and responsibilities will be subject to change based on organizational needs and/or as deemed necessary by the supervisor.


    SUPERVISORY AUTHORITY:  None.

    KNOWLEDGE:  Knowledge of office and accounting principles and procedures.   Knowledge and proficient with computer software especially Excel, Word, and other related accounting and management programs; Abila MIP, and RVS Billing Software preferred.  Ability to assist with the coordination of department projects as directed by supervisor.  


    QUALIFICATIONS:

    1. Minimum of high school diploma, HSED or GED required.
    2. A minimum of two (2) years’ work experience in an administrative/secretarial position.
    3. Must be dependable and self-motivated.  
    4. Experience with OMB procedures, contracting and customer service, as well as Tribal, State and Federal Agencies.  
    5. Must have a valid driver’s license, vehicle and appropriate vehicle coverage and maintain driver’s eligibility as a condition of employment.  Be eligible to be put on the tribe’s vehicle insurance policy. 

    PERSONAL CONTACTS:  Daily contact with supervisor, other staff, other agencies contractors, and Water and Sewer customers.  


    PHYSICAL REQUIREMENTS:  Office/Community setting may have to do bending, lifting and carrying of at least 20 pounds, basic knowledge of wiring for water meter/radio transmitters.  


    WORK ENVIRONMENT:  Office and Community, some home visits for water meter purpose of meter reading or repair.  All tribal buildings are smoke free.


    TRAVEL REQUIREMENTS:  The ability to travel and attend meetings and trainings; overnight and out of town, both locally & nationally.
