    Departmental Overview

    The School of Public Health (BPH) at UC Berkeley (UCB) is recognized for its educational and research excellence, consistently ranking among the top public health schools in the country. The mission of the School is to develop, adapt, and apply diverse disciplines for the promotion and protection of the health of the human population. The academic structure of BPH consists of a single department and six divisions (Community Health Sciences, Environmental Health Sciences, Epidemiology/ Biostatistics, Health Policy Management, Infectious Diseases and Vaccinology, and Interdisciplinary). In addition to the Divisions, the School supports 30 research centers, many of which cut across the entire campus.

    This vacancy provides the opportunity for a mid-level financial analyst to join the School of Public Health at a pivotal time for the School. With the still-ongoing COVID-19 global pandemic, there has been a new light shone on the importance of public health research and education. The Finance team at BPH plays a critical role in support of the School's mission by ensuring financial excellence and supporting strategic resource allocations and business planning. This position reports to the Assistant Dean & Chief Financial Officer for the School.

    There are three financial analysts at Berkeley Public Health, and each analyst has financial oversight over one one of our three units - Administration, Academic and Research. Half of the incumbent's time will be spent overseeing the finances of the School's administrative areas. Administrative areas include Development, Student Services, Human Resources/Academic Personnel, Finance, and Facilities. Of particular note, this position will be responsible for partnering with the financial aid coordinator to track financial aid funds and will partner with Development to create a clear cross-walk between gifts fundraised versus gifts noted on the financial ledger. Financial oversight of the administrative units of the School involves budget creation and monitoring, monthly reporting to Division heads, variance reporting, ledger maintenance (e.g. payroll corrections, journals), customer support, financial operations (e.g. reconciling pcard expenditures, tracking new gifts received), business planning and ad hoc special projects.

    The other half of this position will be dedicated to financial operations for the Finance team. This portion of the position involves:

    1) Serving as the "team expert" on procurement and purchasing policy, including supervising an administrative analyst who is responsible for reimbursements and purchase order creation for the Dean's Office and a few academic Divisions, overseeing the School's purchase card programs, and helping the other analysts troubleshoot any challenging purchasing issues. Incumbent would also take the lead on procurement trainings for School-wide community.

    2) Ensuring smooth operations of gifts received into the School, including monitoring the campus' wire transfer sheet and helping other analysts with any issues tracking down gifts.
    3) Creating, monitoring and updating team tracking documents, including budget and fiscal close trackers, salaries in suspense tracker, and supporting CFO in campus compliance documentation.

    Responsibilities

    Applies professional concepts to perform moderate to complex analysis to understand past performance and determine present and future performance and/or resource allocations.
    Provides analytical support for complex budget, financial, resource analysis or accreditation organization reporting projects.
    Partners with Budget Owner(s) to review financial performance and advises Budget Owner(s) of financial tradeoffs associated with various operational decisions; understands the financial risks and opportunities associated with each budget.
    Provides department support in the areas of business operations and trackers, including the budget and fiscal close trackers.
    Leads presentation to train school-wide community on purchasing and financial policies.
    Coordinates and implements department budget allocations, conceives of and maintains department chart of accounts or other data management tools, and related business processes.
    Gathers, analyzes, prepares and summarizes recommendations for financial and instructional resource plans, including annual resource allocation approaches, trended future requirements, operating forecasts, sources and uses, et cetera.
    Manages daily financial operations of portfolio and serves as unit expert on procurement, including managing one FTE responsible for purchasing.
    Responsibilities include procurement approvals, reconciliations, pcard reconciliations and program oversight, compliance activities, and payroll expense setup, verification and modification.
    Required Qualifications

    Experience in finance, accounting, financial transactions, purchasing, systems and policy.
    Thorough knowledge of general and fund accounting principles
    Demonstrated ability to independently gather, organize, and synthesize data and perform financial analysis assignments.
    Budgeting and variance analysis experience.
    Strong communication skills.
    Presents information in a clear and concise manner both in writing and verbally.
    Proficient in use of Microsoft Office, especially Microsoft Excel, as well as other common desktop/web applications.
    Demonstrated ability to approach work with a structured plan, meet deadlines and prioritize effectively.
    Strong problem-solving and analytical skills, attention to detail.
    Strong customer service skills.

    Education/Training:
    Bachelors degree in related area and/or equivalent experience/training.
    Bachelor's degree in finance or accounting or related field, and/or 5 years of working experience in accounting/financial analysis.
    Preferred Qualifications
    Higher education or non-for-profit experience. Supervisory experience. Familiarity with restricted fund types, including gifts, endowments, contracts and grants Proficiency in or ability to learn UC Systems, such as Oracle Hyperion, Essbase and People Soft. At UC, the systems known as: BFS, UCPath CalAnswers, CalPlanning.
    Salary & Benefits

    This is an exempt, monthly paid position. Annual salary is commensurate with experience within the range of $85,000.00 - $91,000.00.
