Financial Reporting Director directs and oversees the preparation and distribution of all periodic financial statements for external use. Ensures that reports, filings and documentation complies with company's regulations, professional standards, and SEC and GAAP reporting guidelines. Being a Financial Reporting Director confirms that entries, transactions, and accounts are accurately and properly consolidated and are included in internal and external financial statements. Advises management of trends and changes in reporting requirements and recommends best approach for any changes in reporting. Additionally, Financial Reporting Director may serve as a liaison with or oversee the work of external auditors. May direct the preparation of materials for board or shareholders. Requires a bachelor's degree of Accounting or Finance. Typically reports to top management. The Financial Reporting Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function. To be a Financial Reporting Director typically requires 5+ years of managerial experience.     Summary 

    Develop and administer an effective corporate operating and capital budget, reporting and analysis program and provide recommendations in preparation and analysis of budgets.

    Manage compliance with all financial reporting requirements.

    Manage the development, update and/or filing of Chugach’s Audited Financial Statements, Federal Energy Regulatory Commission (FERC) filings, Financial Forecast (FF) and Return of Organization Exempt from Income Tax, IRS Form 990. 

    Essential Functions

    1. Develop corporate budget policy and procedures.
    2. Develop, manage and make recommendations during the annual budget process to assure timely and accurate completion of the corporate operating and capital budgets.
    3. Manage the conversion and automation of budget systems including monthly internal financial reporting system and the budget.
    4. Direct and manage preparation of budgets for areas with no cost center manager.
    5. Monitor budget transfers for compliance with standard operating procedures.
    6. Assist managers in preparation of budgets and budget revisions.
    7. Advise the Fuel & Corporate Planning Department and the operating divisions in preparation of corporate planning documents.
    8. Advise the Regulatory & External Affairs Department of financial transactions affecting electric rates.
    9. Analyze actual results compared to budget and recommend corrective action.
    10. Supervise the preparation of accounting data related to budget and expense accounts for external studies.
    11. Provide company-wide training in annual budget application and the internal financial reporting system.
    12. Supervise the preparation and distribution of budget to actual variance reports.
    13. Plan and review the work assignments of Financial Analyst and evaluate performance and professional development.
    14. Complete required training and/or continuing education associated with current accounting standards to include regulated operations of utilities and tax law.
    15. Research and complete necessary audit documentation for new and changing accounting standards and financial reporting requirements.
    16. As a check signer of the Association, review and approve required disbursement documentation.
    17. Plan with and assist external auditors in the conduct of annual audit procedures.
    18. Manage the development of Chugach’s Audited Financial Statements and coordinates with outside accounting firm.
    19. Manage the development of all other financial reports, including Form 7, Form 12 and quarterly and annual Federal Energy Regulatory Commission (FERC) reports.
    20. Manage compliance with indenture and debt covenant financial reporting requirements.
    21. Manages the development and updates to Chugach’s Financial Forecast.
    22. Manage the development and filing of Chugach’s Return of Organization Exempt from Income Tax, IRS Form 990.
    23. Participate in internal control compliance in conformity with the 2013 Committee of Sponsoring Organizations (COSO) framework requirements.
    24. Participate in the development of corporate metrics and targets consistent with strategic goals.
    25. Participate in the development of Chugach’s Annual Report.
    26. Participate in the development of Chugach’s Treasurer’s Report.
    27. Provide information to holders of the corporation’s bonds and rating agencies, as required.
    28. Analyze effects of financial transactions on compliance with Generally Accepted Accounting Principles (GAAP), Federal Energy Regulatory Commission (FERC), and indenture and debt covenants. Recommends alternatives to maintain compliance.
    29. Analyze tax implications of financial transactions.
    30. Present work products as necessary to the Association’s Board of Directors.
    31. Direct the operations of the Budget team. Responsibilities include supervise, motivate, manage performance, and develops staff to ensure accuracy, timeliness and compliance.
    32. Other duties as assigned.

     

    Relationships

    Internal

    • VP, Finance & Accounting:  Report to and receive direction and guidance from.
    • Chief Executive Officer, Vice Presidents, Department Managers: Provide assistance and information on budgeting, Financial Forecast matters, and expense account transactions.  Exchange information and participate in activities of common interest.
    • Board of Directors:  Attend Board meetings as required. Participate in Audit and Finance Committee meetings and provide recommendations relative to matters relating to job responsibilities.

    External

    • Bargaining Unit Representatives
    • External Auditors: Provide all necessary information and detail to permit auditors to perform their function in an efficient manner.
    • External Legal Counsel: Provide all necessary information and detail to permit legal counsel to perform their function in an efficient manner.
    • Outside Consultants: Interface and participate with on major financial, budget and other accounting projects including software implementations and customer information requests.
    • External Tax Professional: Interface and participate with and provide all necessary information and detail to permit tax professional to perform their function in an efficient manner.

     

    Competencies

    1. Knowledge of Internal Revenue Code (IRC) desirable.
    2. Knowledge of all aspects of budgeting and financial planning.
    3. Knowledge of the operations of an electric utility preferred.
    4. Knowledge of FERC system of accounts desirable.
    5. Familiarity with auditing, budgeting, financial control and financial planning procedures.
    6. Familiarity with automated financial information systems.
    7. Familiarity with the requirements for compliance with Committee of Sponsoring Organizations (COSO) internal control framework.
    8. Familiarity with primary hardware and software requirements and data processing.
    9. Must have superior analytical and communication skills.
    10. Ability to accomplish report preparation and other departmental work in a timely manner.
    11. Ability to work well with all levels of management.
    12. Ability to work well with external auditors, tax professionals and outside consultants.
    13. Ability to explain complex calculations, transactions or accounting requirements and results to the Association’s Board of Directors, executive staff and management.
    14. Proficient with Microsoft Office applications including Excel, Word, Outlook, and Power Point. 

     

    Supervisory Responsibility

    This position has the supervisory responsibility for the Financial Analyst – Budget & Financial Reporting.

     

    Work Environment 

    Work is performed in a standard office environment.  Occasional overtime due to deadlines and seasonal workloads may be required.  Occasional travel may be necessary.

     

    Minimum Qualifications and Experience

    Education

    Bachelor’s Degree in Business Administration, Finance, or Accounting required.  Advanced degree or additional specialized training in financial management and economics desirable.  Professional certification (i.e. CPA, CMA) preferred.

    Experience

    Five (5) years of progressively responsible experience in areas of budgeting, auditing, financial control procedures, or similar, including regulatory or agency reporting required including two (2) years of accounting management including supervisory responsibility. 

    Experience working in a utility and union environment preferred. 

     

    Substitution

    Experience in leading projects and responsibility for team deliverables may substitute for supervisory experience on a year for year basis.
