Financial Systems Analyst implements, maintains, and updates the systems that store and process financial data. Modifies system menus, edits spreadsheets and reports, and troubleshoots system problems. Being a Financial Systems Analyst imports files to and exports files from financial databases. Generates reports and conducts analyses on financial systems data. Additionally, Financial Systems Analyst collaborates with internal teams to determine primary needs and goals and creates solutions to meet those objectives. Trains staff on the use of financial systems and acts as a liaison to the information technology department. Typically requires a bachelor's degree. Typically reports to a manager. The Financial Systems Analyst work is generally independent and collaborative in nature. Contributes to moderately complex aspects of a project.   • NYHELPS Qualifications:

    This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

    For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

    At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

    NYHELPS Minimum Qualifications:

    A bachelor’s degree and three years of business analysis experience in a largescale automated system such as a customized Oracle People Soft application, performing the following: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.

    A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

    Permanent-Competitive Qualifications:
    Candidates must be reachable on the Business Systems Analyst 2, G-23, Civil Service eligible list OR have one year of permanent competitive service as a Business Systems Analyst 2, G-23. Also open to NYS employees at or above G-21 who are eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6. Examples of qualifying Section 52.6 titles include Project Manager 1, G-23; Associate Administrative Analyst, G-23; and Information Technology Specialist 3, G-23.

    In accordance with section 52.7 of the Civil Service Law, if the number of qualified candidates who apply for the position is 3 or less a permanent appointment may be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications.

    • Knowledge of General/Government Accounting Principles.

    • Experience developing and executing test scripts.

    Duties Description
    The Enterprise Architecture/Program Management Division at the Statewide Financial System (SFS) plans, tracks, and executes project management, testing and compliance activities in collaboration with other SFS Divisions. The Division’s Testing & Quality Assurance Bureau supports the requirements management and testing of solutions requiring new system functionality, changes to current applications, or changes to the business processes supported by SFS.

    The incumbent will be responsible for assisting with eliciting the requirements, maintaining documentation related to the requirements and testing system functionality as it relates to those requirements. The incumbent may supervise staff and participate in regular testing activities and work efforts, striving to improve and enhance the Bureau’s service offerings.

    Responsibilities include but are not limited to:

    • Participate in business analysis activities supporting the system development efforts of SFS.
    • Collaborate with the Solution Services team members to elicit, analyze and validate requirements.
    • Collaborate with the Solution Services and Test team members as needed to support testing endeavors, such as identifying scenarios, identifying and creating test data, determining required log-in information for test execution, and general coordinating of test resources.
    • Maintain organized and consistent documentation of all SFS requirements and test scripts.
    • Assist in analyzing the impact of proposed changes and upgrades to the SFS environment and/or other agency applications.
    • Provide supervision and mentoring to testing team members.
    • Work closely with the Solution Services team members to map requirements to testing scripts and complete documentation.
    • Demonstrate strong, professional, respectful communication skills, both verbally and in writing.
    • Coordinate with SFS project teams and outside customers to execute various testing phases including User Acceptance Testing.
    • Prepare and communicate reports related to testing results including Requirements Traceability Reports.
    • Develop test scripts/scenarios, execute testing, and analyze results.
    • Ensure all procedures related to Testing & Quality Assurance are documented in compliance with SFS policies and procedures standards.
    • Ability to present information to large and small, diverse audiences, in-person, teleconference, or a mix of both.
    • Support Testing & Quality Assurance standards and awareness as well as training within the SFS organization.
    • Manage user needs related to Quality Center for testing and defect management.
    • Proactively identify potential process improvements.
    • Perform other duties as assigned.
