The Financial Systems Analyst is responsible for developing expertise in the various complex systems used by the State Board of Administration (SBA). This position performs regular financial systems maintenance including data integrity validation, upgrades and testing of new functionality for the various systems. The position works with staff throughout the SBA to research, analyze, and resolve complex investment or system-related issues in a timely manner. The Financial Systems Analyst reports to the Director of Financial Systems.

25% - Serves as Bot Controller/Business Analyst for IA (Intelligent Automation) Program

• Researches and resolves issues related to automation failures
• Analyzes processes for automation readiness
• Maintains reporting metrics on IA program

25% - Provides Project Management Support

• Maintains test environments for Eagle STAR/PACE
• Performs functional testing for upgrades to Eagle STAR/PACE
• Maintains documentation for upgrades/new development in Eagle STAR/PACE
• Analyzes new functionality for possible implementation

25% - Serves as System Administrator for various systems

• Maintains system reference data in various systems
• Monitors trade flows between systems
• Monitors nightly process in various systems and resolves issues
• Researches and resolves data quality issues with security level reference data in Charles River

10% - Provides Business Process Support for Money Market Pools

• Oversees monthly processing of income allocation
• Performs daily verification of performance rates for 2a7-like pool
• Maintains master data for participant accounts in various systems

10% - Provides Business Process Support for Wire instructions

• Conducts quality controls by verifying instructions with outside parties
• Maintains wire instructions in custodian bank systems

05% - Performs other duties as assigned

Seven years of related experience. A postsecondary degree may be used as an alternative for years of direct experience; 2 years for an associate’s degree, 4 years for a bachelor’s degree, 6 years for a master’s degree, 7 years for a professional degree, or 9 years for a doctoral degree.

Preferences:

• A bachelor's degree from an accredited college or university in finance, mathematics, accounting, economic, statistics, business, computer science, management information systems, or a related field
• Experience with Bloomberg, Eagle STAR/PACE systems, and/or PeopleSoft Financials
• Experience in investment operations and systems administration
• CPA certificate from the Florida Board of Accountancy

Knowledge, Skills and Abilities:

• Ability to communicate effectively and efficiently with internal and external business partners
• Extensive knowledge of Microsoft Excel and Microsoft Access
• Knowledge in investment security including interest accrual rules for fixed income securities
• Advanced knowledge of financial terms and principles
• Knowledge of trading, portfolio management, and ERP systems
• Knowledge of banking systems and wire template instructions
• Strong organizational and analytical skills
• Ability to work in a team environment
• Ability to work efficiently and multitask under time constraints

Hiring Range: $61,100 - $76,400
