FIRE CAPTAIN manages a team of firefighters. Ensures all equipment is properly maintained and serviced. Being a FIRE CAPTAIN directs training and conditioning activities. Administers the staff work schedule to ensure adequate coverage. Additionally, FIRE CAPTAIN leads and coordinates responses to fire events, hazardous material incidents, auto accidents, and search and rescue operations. Prepares post-incident reports as required. Leads or coordinates fire safety education and inspection activities. Typically is required to pass periodic physical ability tests. May require registry in NREMT. Typically requires an associate degree in fire science. Requires Emergency Medical Technician (EMT) - Basic. Typically reports to a manager. The FIRE CAPTAIN manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a FIRE CAPTAIN typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     The Captain position is responsible for assisting with the operations of the department; managing effective relationships with volunteer and career personnel; assisting with emergency management for the County; responding as the Duty Officer to emergencies, as necessary; and providing Advanced Life Support, when requested. Successful candidates will have extensive knowledge of Fire and EMS best practices; emergency management and progressive supervisory experience in Fire and EMS positions; strong organization, communication, and interpersonal skills. Associate’s or Technical degree or equivalent combination of education and experience required; coursework in fire science, EMS, or business management or administration preferred. Requirements include Virginia Intermediate or Paramedic Certification and Fire Officer II (III preferred); NIMS and ICS; valid Virginia Driver’s License; EVOC.

    Starting salary range: $67,350- $71,000. Rockbridge County offers a competitive benefits package including paid holidays/vacation/sick leave and VRS Hazardous Duty Retirement.     General Definition of Work

    Responds to and performs responsible protective emergency service work in firefighting, EMS, rescue, and prevention activities; does related work as required. Work is performed under emergency conditions and frequently involves an element of personal danger. Provides assistance with planning in-service training programs and assists in maintaining files, records, preparing reports, and related work as apparent or assigned. Coordinates activities with volunteer agencies, local organizations, and law enforcement agencies. Work is performed under regular supervision of the Fire-Rescue Deputy Chief.

    Essential Functions

    Maintains effective working relationships with County volunteer fire/EMS agencies to ensure efficient delivery of services to the citizens of the County.

    Acts as an Incident Commander when appropriate.

    Provides ALS emergency medical services when needed or requested.

    Responds to hazardous materials incidents; coordinates clean-up with VDEM and the State HMO.

    Performs quality assurance and quality improvement (QAQI) reviews of EMS run reports.

    Ensures compliance with OEMS regulations; coordinates inspections and maintains accurate inspection records.

    Develops and maintains working relationships with local, County, State and Federal agencies; maintains compliance with policies and regulations.

    Provides regular updates to the Deputy Chief.

    Provides leadership and management for County Fire-Rescue staff.

    Prepares various reports and other types of correspondence; maintains records and files.

    Assists Fire-Rescue administration with budget processes and procurement procedures as directed.

    Attends various meetings.

    Responds to emergencies, natural and/or manmade disasters providing firefighting and EMS services. Operates equipment necessary regarding firefighting and EMS functions.

    Drives and operates an SUV, ambulance and or fire engine, tanker, ladder truck as needed on non-emergent and emergent incidents.

    Cleans and maintains vehicles and stations as outlined or necessary.

    Operates on the CSEMS patient care protocols and performs updates when required. Operates and maintains rehab as requested on major incidents.

    Performs patient triage on MCI incidents, as needed, per protocols.

    Utilizes a variety of tools and instruments regarding patient care, patient access, extrication, firefighting, and ventilation.

    Assists in maintaining and repairing apparatus, equipment, fire station and grounds as necessary.

    Responds to non-emergency calls as necessary.

    Participates in continuing education training and instruction program by individual study and attendance at scheduled drills and classes.

    Conducts station tours for the public and schools and conducts community demonstrations and programs.

    Assists with interviews and promotional processes; provides recommendations for hiring and promotions.

    Manages leave requests and callouts to ensure full staffing levels for assigned shift; verifies and submits timesheets for processing.

    Assists and directs 911 dispatchers, when necessary.

    Supervises the distribution and inventory of any medication controlled by the agency.

    Performs related tasks as required.

    Knowledge, Skills, and Abilities

    Comprehensive knowledge of the principles and practices of firefighting and emergency medical service; comprehensive knowledge of modern EMS techniques and equipment; comprehensive knowledge of department policies and procedures; comprehensive knowledge of the EMS protocols; comprehensive knowledge of emergency medical service regulations, hazards, practices and methodologies; comprehensive knowledge in the use of standard office equipment, computer and associated software such as Image Trend; comprehensive knowledge in preparing various reports and other types of correspondence; ability to establish and maintain effective working relationships with volunteer leadership, members, associates and the general public.

    Education and Experience

    Associates/Technical degree with coursework in Firefighting, Emergency Medical Services, Advanced Life Support, or related field. Extensive experience in emergency services, including considerable supervisory experience, or equivalent combination of education and experience.

    Physical Requirements

    Special Requirements

    Possession of NIMS 100, 200, 700, and 800 certifications upon hire.

    Possession of ICS 300 & 400

    Emergency Vehicle Operators Certificate (EVOC)

    Valid driver's license in the Commonwealth of Virginia
